SUBJECT: DCI's Annual Report to the Congress
1. Attached for your signature are letters (Tab A) to the President, the
Vice President, and the chairmen of the key Congressional committees
forwarding your Annual Report to the Congress (Tab B). Also enclosed for your
information is the complete distribution list for the report (Tab C). The
final draft report incorporates all relevant changes to the version you had
earlier seen. The only change of any significance from the earlier draft is a
rewrite of the introductory section where it was felt the tone was too
optimistic. I believe this section now conveys both the message that
significant improvements have been realized during the past four years, and
that continued improvements in our capabilities must be made in the future to
close the remaining intelligence gaps and meet future challenges.
2. The report is being prepared for publication at this time, but should
you wish to make any last minute changes, we still can accommodate them.
