Blue Ribbon Defense Panel Report
3. As you are aware, the President's Blue Ribbon Defea+,e
Panel (chaired by Gilbert W. Tttzhugh, Chairman of Board,
1-letropolitan Life Insurance i ompaany) ha-i recently completed a
year's st-Ay of the operations and organization of the Department
of Defense. Their report, copies of which are attached, ha.4 received
considerable attention in the pres-i.
Z. Some of the recommendations are sl_tite contriver*iel, and
thi time it is not clear what the outcome will be with regard to actaal
implementation. Nevertheless, :wince some of the changes proposed by
the Panel could impact on the way the Agency does its b=tsines4, JLt
veers prudent to do some homework with the report as it now sts.
3. The Plans Directorate, of co=urse, has multiple points of,inter-
face with the Pentagon and thins Chapter I, which proposed major
reorganizationaal steps, will be of interest. The analysis and co,i lasiona
with reruect to Defense &D problems in Chapter II will also boerti.nent.

TSD will want to look closely at the foregoing sections, with firi tber
distribution at your discretion.
,4. You will note that on page ix is a list Of some 14 appendices
wtzicb are to be published separately. I presume that in due co r-4e
these too will be made available to us.
