As you are aware, the President's Blue Ribbon Defea+,e Panel (chaired by Gilbert W. Tttzhugh, Chairman of Board, 1-letropolitan Life Insurance i ompaany) ha-i recently completed a year's st-Ay of the operations and organization of the Department of Defense. Their report, copies of which are attached, ha.4 received considerable attention in the pres-i. Z. Some of the recommendations are sl_tite contriver*iel, and thi time it is not clear what the outcome will be with regard to actaal implementation. Nevertheless, :wince some of the changes proposed by the Panel could impact on the way the Agency does its b=tsines4, JLt veers prudent to do some homework with the report as it now sts. 3. The Plans Directorate, of co=urse, has multiple points of,inter- face with the Pentagon and thins Chapter I, which proposed major reorganizationaal steps, will be of interest. The analysis and co,i lasiona with reruect to Defense &D problems in Chapter II will also boerti.nent.
