During the last few weeks, I have had the
opportunity of going over the report on the Central
Intelligence Agency, of which you were one of the
authors. After doing so, I would certainly be
remiss if I did not congratulate you on the quality
of the report, and express my own personal thanks
for the time, energy and thought which you gave to
this project.
While I would hesitate to express any opinion on
all of the report's many recommendations before these
are considered by the National Security Council, I am
certain that the document will be looked to both as
an example of how a report should be prepared, and as
a guide book in the field of intelligence for a long
time to come. I can fully appreciate the work which
its preparation must have entailed, and I am grateful
that among all your other many obligations, you were
willing to make the sacrifices that this work
inevitably demanded.
