As a result of our further discussions on tha.:si sub- iect, it mar bm helpful if I set forth y understanding re.lardiri the scope of the survey and the xroceldures to be followed. 3. The survey will cc-prise primarily a thorough and comprehensive examination of the structure, adminiatra.tion, activities and ;inter--a-;enc;; relationships of the Central Intelligence enc r as outlined in the resolution of the NratLonal Security Council. 1U. will also include are examination of such nte11L -encc activities of other Governs nt a partments and Agencies as relate to the national sec r- .L.ty, in order to make recormiendations for their effective operat on and over-all coordination, subject to the understanding that the group will not engage in an actual physical a:xanin tion of departiaentaI in-U telligence operations (a) outside of '?,ashington. or (b) in the collec- tion of coax-aunaicatlons intelligence.
