Notes on IA.C Meeting 2 Feb 49
(Off the record, after Reporter left the room )
Air Force favors Standing Committee writing up IAC's comments
as one coordinated report.
"By mutual agreement" is the only one good method.
Intelligence actually is a function of command so how can it
be changed (Cf. Page 140).
"IAC denies the affirmation in second paragraph on page 140.`
Even though bad results from this doctrine are criticized.
If IAC wishes, send in. comments on internal CIA, but CIA is pre-
paring this.
Opinions of the helpers dominate in Report.
None of.Big Three in IAC agencies
No bad names for Military, so not there longs!
General Irwin's remarks:
Eyes Only messages should be turned in to CIA not held fora
week or so before release to IAC et al. (Chamberlain's procedure.)
Next time it will be IACs to CIA. "Free flow". "Fullest cooperation"
and quick!
Two briefings to Secretary of Defense monthly - JIC, guests et
al. designated by Forrestal, and CIA at NSC meeting.
1. Each IAC to send in comments, on its own agency.
2. If agreementfreached'i.n IAC, point it out and coordinate
replies. Standing Committee will start this next week after all have
had achance to read the Report.
