SUBJECT: Action on NSC 50
REFERENCE: Circular Memo of July 7 from Executive Secretary re
NSC SO
1. Does DCI want any action from ICAPS on the following NSC SO
recommendations?
SECTION I
COORDINATION
(#2 on pages 2 and 3 of NSC 50)
"Statement of Principles for DCI and IAC"
t1IAC should participate more actively in the continuing
coordination of intelligence activities and in the discussion
and approval of intelligence estimates." (N.B. It says IAC not
IAC agencies, but we understand you think it means the Agencies
rather than the Members themselves). Maybe the monthly IAC
meetings take care of the first part of this item.
QUESTIONS REQUIRING ATTENTION
(#4 on pages 4 - 7 of NSC SO)
Progress Report within 6 months on matters listed on pages
4and.5.
Those not already resolved, so far as we know, are:
(4) "The proper allocation of responsibility for political
summaries." (If CIA followed NSCIDs No. 1 and No. 3 this question
could not have been raised).
(6) "The coordination of covert intelligence activities in
occupied areas."

(8) "Increased emphasis on the counter-espionage activities
abroad of CIA and closer liaison for counter-espionage matters
with the FBI."
NATIONAL INTELLIGENCE ESTIMATES
(#5 on pages 7 and 8 of NSC 50)
Statement of Principles for DCI and IAC
P. C. maintains that this says the Members on the IAC should
discuss estimates, but all others think this means that the
Estimates should be discussed by the IAC.Agencies (not necessarily
the Members themselves).
IF the procedures outlined in NSCID 3 and its two implementing
DCIs are being carried out, there are interdepartmental discussions
of Estimates; but ORE seems to be loath to have discussions
with other IAC Agencies around a table.
"A Procedure" (Page 8) could be adopted by instructing ORE
to follow DCI 3/1 and 3/2. So far as we know there already are
'concurrent submissions of dissent."
The above.three items were circulated to DCI and I.AC "for
information and appropriate implementation," so we think these
three subjects should be discussed at the next IAC Meeting (July
22nd).
We shall ask the Standing Committee Members at this Thursday's
meeting (on Scientific Intelligence) regarding the advisability
of holding a Standing Committee Meeting on Wednesday, July 20th
to discuss these three items before the IAC Meeting.
SECTION II

"Clandestine Activities"
1. It is ICAPS understanding that this matter will be handled
directly by OSO and OPC.

QUESTIONS REQUIRING ATTENTION
Already discussed above in first section of this Memo.
ORGANIZATION OF CIS,
It is believed the Executive and the appropriate Assistant
Directors are working on the recommended changes on page 9
of NSC 50.
So far as ICAPS (paragraph 5) is concerned, we still maintain
it is a staff responsible only to DCI so needs nd "re constituting"
and its planning and coordination functions are inconsistent
with OCD's operating duties.
SECURITY OF INFORMATION AND AVOIDANCE OF PUBLICITY
A NSCID on this subject is being drafted by ICAPS and General
Counsel for circulation within CIA and to the Standing Committee
this week, prior to a Standing Committee Meeting next week.
KEY PERSONNEL
It is believed that this subject is being handled by DCI
and Executive.
