Cdr. Armstrong's Four Problems
1. We should like to have the next meeting, to con-
tinue discussions on the above subject, on Thursday,
8 September 1949, at 1100 o'clock in the same conference
room.
2.. In the meantime will you look over the enclosed
draft of a report to the IAC to see if it reflects the
potion of all Standing Committee Members on Problem
Number 1, Coorlination, Any corrections in this draft
can be made at the next meeting.

SUBJECT: Proposed Draft of Memorandum for IAC
The Standing Committee of the IAC met on August 30th to give
consideration to the four problems presented in Mr. Armstrong's letter
of August 2nd and reached agreement on the following recommendations
therein as listed below:
"I - 1. That ICAPS serve as a joint staff under the direction
of, and responsible to, the DCI, be composed of members contri-
buted by the several agencies on a fulltime basis, but not
'representing' the agency, and be headed by a chtef who will also
be the Executive Secretary of the IAC."
The Standing Committee recommends approval because this confirms
in writing the existing situation which has been in practice during
the past two years. The Chief of ICAPS, rather than the ICAPS group,
should act as Secretary of the IAC.
"I - 2. That matters of coordination be referred to ICAPS for
study and recommendation by the DCI, or through the DCI by the
IAC, but that ICAPS itself may submit to the DCI, or through the
DCI to the IAC, recommendations which it considers appropriate
for consideration."
The Standing Committee recommends approval.
"I - 3. That the representation on the Standing Committee be
the same as that of the IAC, and that the Standing Committee
serve as a subordinate or staff committee to the IAC to con-
sider on an interagency basis, problems referred to it by the
IAC,"
The Standing Committee recommends approval because this confirms
in writing the existing situation. State, however, desires to have
formal procedures and only one individual representing CIA instead of
the ICAPS group.

la., That CIA fulfill its coordinating responsibility on
research programs primarily through the Estimates Division, whose
primary function should be such coordination, in accordance with
the following principles:"
The Standing Committee agrees that CIA should fulfill its coordi-
nating responsibility "in accordance with the following principles" in
respect to intelligence roduction rather than just on research programs.
The State Department, alone, wishes to have formed an "Estimates Division"
with a prime function of carrying out this coordination.
lla. CIA will constitute itself the center of information
on all U.S. foreign intelligence activities, including current
research intelligence projects;"
The Standing Committee recommends approval.
"I - lib. CIA will have free access to the plans and programs of
the several intelligence agencies, subject to overall departmental
regulations;"
The Standing Committee recommends approval in so far as the "Plans
and Programs' apply only to intelligence production, and in so far as
they are subject to statutory requirements as well as departmental
regulation.
"I - 4c. CIA will recognize that it should have active liaison
xespcnsibility to other agencies as well as receiving liaison
from those agencies;"
The Standing Committee recommends approval.
"I - lid. CIA will effect coordination as much by positive
action in stimulating appropriate intelligence effort as by
negative action in preventing undesirable duplications;"
The Standing Committee recommends approval.
"I - 4e. CIA will recognize that requests for intelligence
other than national intelligence, as defined, shall be forwarded
for action to the agencies in accordance with established alloca-
tions and existing programs;"

The State Department desires to have referred to it, for action
and reply, requests received by CIA for intelligence of a political
nature, as requests for intelligence on military matters are referred
to the military departments. The Standing Committee is in agreement
on such a policy. The Standing Committee members from the other
agencies were advised by CIA that demands were made upon the Director
of Central Intelligence which he must meet, so he cannot always fit
them in with their "existing programs" and refer them to the other
departments unless there should be an adequate deadline.
"I - hf. CIA will recognize that coordination also implies
assistance to the agencies in meeting their responsibilities,
including in some cases the temporary assignments of personnel
to the agencies."
The State Department desires to receive assistance of CIA through
the temporary assignment of personnel to carry out certain projects,
but no other department requests this type of assistance as a matter
of principle in the production of intelligence. With the exception of.
State, the Standing Committee disapproves of this recommendation and
of this concept of coordination.
