Dear Paul,
As you know, I have the responsibility to formulate
recommendations based upon the report of the Eaton group for
forwarding to the President via the Secretary of Defense. I
believe that, to the maximum extent possible, such recommenda-
tions should take into account the views of the affected
entities. To this end it would be most helpful for me to
have the comments of the Director, NSA and the Director, NRO
as well as of a other Department of Defense elements which
you might consider appropriate. I have made copies of the
report available to DIRNSA and DNRO and I suggest that their
comments, together with any others you may wish to include,
be transmitted to me through your office. With these views
in hand I will develop comments and recommendations which I
will coordinate with you prior to forwarding officially to
the Secretary of Defense.
