The' Eighth Ministerial Council of CENTO will convene under the
s of the Summit Conference, and the regional members will press
for reassurance that we, and the British, have no intention of agree-
ing .anything L ich would lessen their security. The Secretary's
remarks on this stipjeet will probably be the most important single
#eatueof our participation in the Tehran Council meeting. The
atm sphere should also be relatively favorable as a result of the
upturn the reg1l members' confidence due. to the Washington
meeting and the President's trip. The regional members will continue
to seek full U. S. membership but this issue will probably receive
less'attention than it has in previous Council meetings.
The regional members are likely, however, to show strong concern
over delays in, moving ahead on CENTO economic projects, particularly
the Turk.Irnian rail connection and the teleoom nicatione project.
C d Structure has recently been a topic uppermost in the minds
of the regional members and will be a subject for discussion.
P kistan may seek CENTO support in its dispute with Afghanistan over
the Pushtunistan issue.

7- To impress upon Pakistan and. Iran that, while we regard their
difficulties with Afghanistan and Iraq as pressing local issues which
deserve constructive action between the states involved, we continue
to believe the continuation of a policy of restraint and patient,
efforts toward Iraq, and Afghanistan offers the best 'prospect of
resolving these difficulties and of lessening Soviet opportunities
,for expanded influence in those countries.

in connection with items upon the agenda for the Council Session,
are to be included in this list. See TEil Meno 2 for treatment of

The Secretary has designated the Counselor, Mr. Theodore C.
Achilles, as Coordinator for the Eighth CEN'TO Ministerial Council
Session at Tehran, April 28-30, 1960. He will be assisted by
Mr. Michael Gannett (NEA/1R) who will function as Deputy Coordinator.

1. Position papers will be prepared 1) on subjects to be discussed during
the Council meeting itself a A 2) on important bilateral and t u.lt il_a . r
issues expected to arise in side conversations. Both typos of position
papers should contain an outline of the U.S. and forei gr positions on. the,
problem to be discussed. This outline should coi tai.n all foreign pwkition:3
anticipated and should not be over a page in length; any neceasGry e'I abora-_,
tion or detailed supporting arguments should be given in a separa e dis-
cussion section of the paper. A sample farm for position papers is
attached.
2. Background papers should. be prepared only on important subjects -which
wuld e usto the Secretary and other senior members of ti del.gaa
tion, These papers should be kept as brief as possible. A ;hryort ammary
should precede the body of the paper. The frequent use of subhe ada4.ngs is
advised.
3. Reference papers of sufficient importance will be included in the con : e~::: nog
series.
Background and position papers, appropriately cleared., and reference

The names of the drafting officers and all clearing officers., with

B. Contingency position or background papers on topics of lesser importance

the other goverment together should be no more than one page in length.
