MEMORANDUM TO, THE HEADS OF ALL INDEPENDENT ESTABLISHMENTS
I am enclosing a copy, just off the press, of the
Progress Report of this Commission to the Congress. The
making of this report as of December 31, 1954, was enjoined
on the Commission by its establishing act.
This report has just been filed with the Speaker
of the House and the President of the Senate. If additional
copies are desired, they can be secured from the Government
Printing Office.
Beginning in about two weeks, the Commission's
reports, each covering a broad functional study of Government,
will be coming out regularly, and as they and their corres-
ponding Task Force reports are filed with the Congress, a
copy of each report will be sent to you.
