General Doolittle advised the DCI on 13 July 1954
that the attached charter for his (Doolittle's) Committee
had been approved by the President on that date. It is
to be noted that while the Director did hold discussions
with General Doolittle in broad general terms respecting
the mandate for his Committee, Mr. Dulles was not present
at the White House when the attached final charter was
drafted and approved by the President.

Uur charter, as I understand it, is to make a compre.
beasive study of the covert activities of the CIA and
report our findings to the President.
Special consideration should be given to the cost of
operations and the results achieved. A ^easure of effi-
ciency is to be found is expenditures equated against
accomplishments,
hhile NO Will deal primarily with the covert activities
of the CIAe we most also consider the agency as a whole;
laws under which it operates* its organization, its
operations, and its budget.
In order to VOL some indication of the over-all adequacy
of our National Intelligence Pravram and the manner of its
iwpleweatatioa. we should briefly review the activities of
all agencies of government charted with the collection,
interpretation and dissetaination of intelligence dealin;;
with the plans, capabilities and intentions of potential
enemies.
As seine parts of our study may be of value to other
authorised agencies# a written report should be prepared.
