MEMORANDUM FOR THE DEPUTY DIRECTOR OF
CENTRAL INTELLIGENCE
SUBJECT: Recommendation No. 13 of joint Study Group Report
on Foreign Intelligence Activities (S)
Reference is made to your memorandum, same subject,
of 25 March 1961.
This office has requested the Military Departments to
study means by which the recommendation could be most advanta-
geously implemented from the Defense standpoint. In particular,
estimates have been sought as to the number of personnel on a
yearly basis likely to be available for training and the criteria
which the training would be called upon to meet. Responses are
expected in this office by 22 April 1961.
Members of my staff are available at any time to work
closely with Mr. Baird and facilitate his efforts to achieve such
arrangements as will insure an effective inter-departmental train-
ing effort as envisioned by the joint Study Group..
