Implementation of NSC-Approved Recommendation re
Review of Plans and Programs of Intelligence
Community

1. This memoraadu= contains a recom'renetation for actt on by the
Chairman, United States Intelligence Boards :iueh recommendation
appears in paragraph 4 below.
2. A proposal for the review of intelligence community plans
and programs (reference A) is scheduled for discussion at the United
States Intelligence Board meeting on 9 May 1961. The Acting Director
for Intelligence, the Joint Chiefs of Staff, has requested that this
matter be deferred from consideration by the United States Intelli-
gence Board at this time (reference B).
3. The requested deferral is based upon the pending reorgani-
zation of Department of Defense intelligence activities and revisions
of budget and programming procedures within the Department now under
way.
4. It is recommended that you support United States Intelligence
Board approval of the proposal contained in reference A for the
following reasons:
a. Joint Study Group Recommendation No. 32, as approved
by the President on 18 January 1961, requires the proposed
action at the beginning of each annual budget cycle. USIB
action to defer the proposal would necessitate strong and
reasonable arguments to the National Security Council justi-
fying the delay.
b. The information to be presented by the USIB meuber
agencies is keyed to specific intelligence programs considered
necessary regardless of reorganization or changed budgeting
and progrmmiing procedure.

of value in planning the reorganization of Defense intelli-
gence activities and would be of considerable use by then

f. Fiscal year 1363 budgets imst be prepared and sub-
nitted to the President and the Congress in any event. It
would be pore advantageous to the intelligence co., :unity to
do this with USIB guidance than without it.
