C. 15 February 1961 MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE SUBJECT: Implementation of Joint Study Group Recommendations: Current Status Recommendation No. 1 of the Joint Study Group Report is con- sidered basic to the great majority of the recommendations which are the responsibility of the Secretary of Defense to implement.. An orderly im- plementation has been conceived as a phased process beginning with or- ganizational matters within the Department of Defense and then progressing to more specific and less pressing items. Following this approach, the Secretary of Defense has directed that a study be made by the Joint Chiefs of Staff to develop a concept for an integrated Defense Intelligence Agency. This study, to be submitted within 30 days, is also required to address itself to the procedures neces- sary to effect a full implementation of the Joint Study Group Report. Implementation of additional recommendations are considered related to Recommendation No. i and would be adopted following a satis- factory resolution of the many problems connected with an effective im- plementation of Recommendation No. 1. * The recommendations related to Recommendation No. IYin thin way are Recommendations Nos. 27, 3_, 4, 5, 6, 7, 8, 9, 12, 19, 26, 30, 34, and 35. As you are aware, part c. of Recommendation No. I has already been implemented by NSC Action #2377, approved by the President on 18 January 1961. Other recommendations lend themselves to separate consideration, outside the phased reorganization concept referred to above. The Assistant to the Secretary of Defense (Special Operations) has requested that the Secretaries of the Army, Navy, and Air Force provide comprehensive state- ments of policy governing their respective Departments' provision for career development of officers who become more than ordinarily involved in intel- ligence and related activities. No S / 4I-X Approved For Rglease 2004/10/2019A- 6~~00269Re00200060064-3 In connection with Recommendation No. 9, the Assistant to the Secretary of Defense (Special Operations), in a letter to the Director of Research and Engineering (DDR&E), has proposed that DDR&E, together with representatives of the National Security Agency and the Office of Special Operations, assemble the necessary data and develop the re- appraisal of the adequacy of research and development programs for ctronic intelligence purposes. For the purpose of implementing Recommendation No. 39, the Assistant to the Secretary of Defense (Special Operations), in a letter to DDR&E, has requested that he nominate a representative to join representatives of the Office of Special Operations and the Director of Central Intelligence to consider the matter and make such recommendations as may be appropriate. DDR&E has responded, nominating Dr. John H. Rubel. Mr. Clyde W. Elliott will represent this office.
