This is a brief summary of the third progress report from the Office of the Secretary of Defense pertainIng to DOD responsibilities, either wholly or in part, for implementing certain recommendations of the Joint Study Group. 2. The initiative for development of a concept for an integrated Defense Intelligence Agency is again with SECDEF as the JCS has recently provided additional answers to his specific questions. (Recommendation No. 1). 3. While it is true that final action on some of the recommendations must wait upon the decision concerning Recommendation No. 1, SECDEF is nevertheless going ahead with others. As you know, final action has been taken regarding the National Photographic Intelligence Center (No. 16); changes have been made in NSCID's No. 1, 2, 3, 5 and 6 (Part c. of Study Group Recommendation No. 1); improved budgeting procedures are being studied as a matter of high priority (No. 3); provisions for greater career develop- ment of intelligence officers are under study (Nos. 4 and 12); requirements for an inter-departmental training effort between the military services and the CIA are being developed with Matthew Baird representing the Agency(Nos. 5 and 13); the assignment of Defense electronic intelligence resources to unified and specified commanders is being re-examined (No. 7); the concept of partnership between the NSA and the service cryptologic agencies is being strengthened (No. 8); existing research and development programs for FLINT purposes are being reviewed (No. 9); directives governing MAAG support of the intelligence collection effort are being evaluated by JCS (No. 19); inter-departmental coordination of the Defense and the CIA research and development activities is being reviewed by a Joint Task Group (No. 39); CIA intelligence information support to unified and component commanders is being expanded (No. 20). 4. Your Coordination Staff is now preparing its first full progress report regarding implementation of the recommendations of the Joint Study Group Report.
