IAY 2 4 1961 ,J MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE SUBJECT: Implementation of Joint Study Group Recommendations: Current Status Reference is made to previous reports on the subject issued by this office: monthly reports dated 15 February and 15 March 1961; the first quarterly report dated 21 April 1961. In accordance with an understanding with Mr. Lay, this report will be a brief up-dating of somewhat fuller accounts of implementing activity contained in the above references. A decision is still awaited on the disposition of Recommendation No. 1 through a basic reorganization of intelligence in the Department of Defense. In the group of Recommendations dealing with personnel matters, namely Nos. 4, 5, 12, and 13, there has been a continuing exchange of views between the Military Services, the joint Chiefs of Staff (JCS), the Office of Special Operations, and the Central Intelligence Agency, centered for the most part on approaches to No. 13 as being of fundamental importance to the majority of recommendations in this general area. A representative of this office has begun discussions with Mr. Baird and on the basis of 25X1 reports made to this office regarding what the Military Services would expect CIA training to accomplish and how many personnel would be available annually for courses of instruction. At Mr. Baird's suggestion, an assess- ment of CIA and Army training assets and facilities will be made to determine how CIA can assist or provide guidance. This office has made arrangements with ACSI/Army to begin the proposed assessment and to nominate a repre- sentative for continuing collaboration with CIA to this end. The reporting date of a study initiated by the Director, National Security Agency (NSA), in the interest of implementing No. 7, has been extended to permit the incorporation of additional findings connected with DOD Directive S-3115.2 of March 19, 1959, "Electronics Intelligence (FLINT)". Approved For Railease 2004/ gA-RDP86B00269 0200060059-9 When DOD 5-3115.2 was implemented, the Assistant to the Secretary of Defense (Special Operations) requested a review be made by the JCS after the first year of operations under the directive which provided that certain ELINT activities be directly assigned to Commanders of Unified and Specified Commands. Since No. 7 and provisions of the DOD directive cover essen- tially the same ground, it is considered desirable to have the benefit of the JCS review to provide the fullest possible information. Recommendation No. 19: In response to a request from the Assistant to the Secretary of Defense (Special Operations), the JCS has reviewed instructions covering MAAG and military mission support of the intelligence effort and report that current directives are in consonance with desired objectives and are not in need of revision at this time. Improvements in the intelligence curriculum at the Military Assistance Institute are contin- ually being made; and the Chiefs of the Military Departments and the Commanders of Unified Commands have been directed to take continuing vigorous action to utilize a valuable intelligence asset and to place greater emphasis on apprising the MAAG's and Missions of intelligence needs. Commanders have been urged to effect closer working arrangements between their headquarters and the attaches in the area and to further stress the program at theater-wide conferences of MAAG's and Missions. Recommendation No. 29: In response to a request from the DCI for assignment of personnel to the Coordination Staff, the ATSD(SO) has written to J-2/joint Staff, the Intelligence Chiefs of the Military Departments, and the Director, NSA, requesting that all except J-2 nominate no less than four military or civilian officers with solid intelligence experience and background, of at least 0-6 or GS-15 grade. J-2 is expected to make appropriate inquiries and inform this office of the desires of the Chairman. The ATSD(SO) in consultation with the nominating officials will select individuals to insure a balanced Defense team. Recommendation No. 9: A meeting was held to further explore the best approaches to effective evaluation of research and development in the interest of ELINT. SECRET. GRAVES $.
