1. Reference (a) charged the Director, DIA, with the responsi-
bility of expediting all those recommendations of the Joint Study
Group applicable to the Department of Defense other than those
for which NSA is responsible, and to submit a monthly report on
the status and estimated completion date of each recommendation.
2. The attachment comprises changes to up-date references (b)
and (c). DOD has now completed action on eight of the subject
recommendations.

REPORT ON THE STATUS OF DOD IMPLANTATION OF THE RECOMMENDATIONS OF THE JOINT STUDY GROUP - APRIL 1962
1. SecDef take appropriate action to bring
military intelligence organizations within DOD
into full consonance with the concept of Defense
Reorganization Act of 1958. Toward this end,
b. Strengthen the authority of the Joint
Chiefs of Staff in intelligence coordination by:
(4) Require JCS to coordinate activi-
ties of unified and specified commands and be
the primary channel for guidance and direction
on intelligence matters originating within DOD.
2. Resources required by the JCS and unified
commands should be drawn from existing
resources of military departments and component
commands.

OF COMPLETION
DIA has been designated JCS agent for Indefinite
providing intelligence collection require-
ments, guidance and direction to the unified
and specified commanders. The unified
commanders have been requested to establish
plans, policies and requirements for the
intelligence activities of their commands
and to provide for direction and coordina-
tion of intelligence requirements and
collection activities of their commands.

A directive to the Navy which terminates
the arrangement whereby a segment of NSA
has been under the control of the Naval
Security Group was issued. The issuance
of similar directives to the Army and to
the Air Force was previously reported.
All are effective 1 April 62.
DIA has initiated a survey of the require-
ments and facilities of DOD for clandestine
training. The findings of this study will
include recommendations on the utilization
of CIA training facilities.
Measures directed by SecDef to accomplish
the objectives of these recommendations have
been implemented. Necessary transfers of
resources and personnel in the field are
being identified.

The. establishment of DIA.as the principal Indefinite
intelligence advisor to JCS increased the
intelligence resources-available to JCS in
Washington. SecDef has approved, and directed
implementation of, JCS measures designed to
strengthen the intelligence authority and
capability of the unified and specified com-
mands, and designation of DIA as the primary
JCS agent to support and provide guidance
and direction to those commands in intelli-
gence matters.
SecDef has approved, and directed implementation Indefinite

agent for providing intelligence collection
requirements, guidance and direction, to the
unified and specified commander-, who in turn

responsibility in the field of career manage-
ment of DOD intelligence personnel, and will
submit a plan for career management, including
criteria for selection of attache personnel,
to SecDef in July 1962.
NSA, in accordance with the proposed revision Continuing
of Directive 3115.2, has continued to assemble
information relative to national FLINT" resources
and to define responsibilities, plans, and
procedures. terms of increased control by this
Agency.
Directives which terminate the arrangement 1 April 1962
whereby segments of NSA have been under the
control of the Service cryptologic agencies
have been issued to the Army and to the Air
Force, and one to the Navy is now being prepared.

Ways-and means to implement actions in Continuing
response to the RDT&E recommendations
contained in the ELINT study are being
considered.
The Defense Intelligence Agency will ?. Continuing
develop a- career- development program for
Defense intelligence personnel which will
include bothm1litary and civilian personnel.
.The plan for this program will be submitted
to the Secretary of Defense in July 1962.
Se_cDef has directed DIA to survey the re- Continuing

clandestine training. The-. findings of this
study will include recommendations on the
utilization of CIA training facilities.
SecDef has directed immediate implementation Indefinite
of JCS measures to accomplish the objectives
of these recommendations. These measures will
designate DIA as the primary JCS agent to support
the uni.ed.and specified commands in intelligence,
and to;allocate intelligence collection require-
ments and provide over-all guidance and direction
in intelligence matters to those commands. The
unified commanders will be granted additional
authority to assign collection requirements, and
to promulgate plans, policies, guidance and
direction to the subordinate intelligence activities
within their command,area8. They are also authorized
to consolidate intelligence activities and functions
of common value and concern.
