Reference (a) charged the Director, DIA, with the responsi- bility of expediting all those recommendations of the Joint Study Group applicable to the Department of Defense other than those for which NSA is responsible, and to submit a monthly report on the status and estimated completion date of each recommendation. 2. The attachment comprises changes to up-date references (b) and (c). DOD has now completed action on eight of the subject recommendations. SecDef take appropriate action to bring military intelligence organizations within DOD into full consonance with the concept of Defense Reorganization Act of 1958. Toward this end, b. Strengthen the authority of the Joint Chiefs of Staff in intelligence coordination by: (4) Require JCS to coordinate activi- ties of unified and specified commands and be the primary channel for guidance and direction on intelligence matters originating within DOD. 2. Resources required by the JCS and unified commands should be drawn from existing resources of military departments and component commands. ESTIMA'T`ED DATE OF COMPLETION DIA has been designated JCS agent for Indefinite providing intelligence collection require- ments, guidance and direction to the unified and specified commanders. The unified commanders have been requested to establish plans, policies and requirements for the intelligence activities of their commands and to provide for direction and coordina- tion of intelligence requirements and collection activities of their commands. Strengthen control of DI.RNSA over Service RECOMMENDATION 4. Initiate policies permitting more rigorous selection and training of personnel assigned to attache and other intelligence activities with rank and position comparable to opera- tional counterparts. STATUS ESTIMATED DATE OF COMPLETION SecDef has directed the establishment of a Continuing Defense Intelligence School, under DIA direction, which will be designed to provide a post graduate level of intelli- gence training' and will provide more intensive attache training. Transmittal of intelligence guidance to unified commands through channels directed by JCS, 35. Control by unified commands over intelligence activities of component commands. A directive to the Navy which terminates the arrangement whereby a segment of NSA has been under the control of the Naval Security Group was issued. The issuance of similar directives to the Army and to the Air Force was previously reported. All are effective 1 April 62. DIA has initiated a survey of the require- ments and facilities of DOD for clandestine training. The findings of this study will include recommendations on the utilization of CIA training facilities. Measures directed by SecDef to accomplish the objectives of these recommendations have been implemented. The unified commanders will be granted additional authority to assign collection requirements, and to promulgate plans, policies, guidance and direction to the subordinate intelligence activities within their command,area8.
