SUBJECT: Report by J. Patrick Coyne on Meeting of Gen. Hull
and Mr. Coyne with Messrs. Stans, Staats and Macy
of the Bureau of the Budget
1. Mr. Coyne reported to the DCI and the undersigned on his
lengthy discussions with Messrs. Macy and Ecker regarding the Bureau
of the Budget's desire to do a survey of the intelligence community start-
ing with the NSCIDs, DCIDs, the USIB and its subcommittees, examining
the over-all picture of coordination. His report is almost identical to
that of Col. White in his 7 December memorandum of his meeting with
Bureau of the Budget representatives.
2. Mr. Coyne said that as a follow-up to this he and Gen. Hull
met with Mr. Stans at 1000 on 14 December. Stans said he had told the
President that he had 10 or 12 surveys in mind and the President told him
to go ahead. Stans then related what he had in mind as far as the com-
munications and the intelligence studies were concerned and, according
to Coyne, Stans' view was not as broad or comprehensive as that which
had been earlier proposed by Macy. Stans told Gen. Hull that since the
intelligence community spent nearly Ihe felt 25X1
that a broad look at coordination was required. en. Hull sai at while
he did not wish to be obstructive in this matter, he thought Mr. Stans
should realize that this was precisely the area the President's Board had
been covering in the last three years. Gen. Hull then used the annex of
the report to the President to give Mr. Stans a general indication of the
types of recommendations the Board had made. Mr. Stans then asked if
the Bureau of the Budget could see the semiannual reports to the Board or
the Board's reports to the President and the replies to these reports.
Gen. Hull said he considered these to be privileged documents and suggested
that Mr. Stans address this request to the President, but that, on the
other hand, Mr. Coyne would be very glad to discuss these matters with
Bureau of the Budget representatives, and that he would be happy to pro-
vide them any assistance that he could.
Addenda. At 1000 on 15 December Mr. Coyne called to say that
Mr. Ecker of the Bureau of the Budget had already called him to ask to

see the semiannual reports. Coyne said he had advised Ecker that it was
not his understanding that these reports were to be made available to
the Bureau of the Budget. He said he did not want to seem obstructive,
but he thought it had been made clear in the previous day's meeting that
these were considered to be privileged documents. He said he would be
glad to discuss with Ecker specific subjects but he could not make Board
documents available. Coyne said he had telephoned Gen. Hull in New
York and reconfirmed this position.
