I appreciate the opportunity afforded me to peruse in
advance of dispatch the DCI's draft instructions to his
designated representatives relative to compliance with Joint
Study Group Recommendation No. 37. I am in complete agreement
with the proposed dispatch.
The principle of effecting coordination of clandestine
operations at the field level and resolution of differences
at the Washington level is fully concurred in by the Army.
In fact, it is in accord with Army policy guidance to the
field dispatched on 3 May 1960.
To insure uniformity of instructions on this matter, I
will advise appropriate field elements of the substance of
paragraphs 3 and 4 of the DCI draft dispatch and will furnish
you with copies as requested.
