MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE:
Following questions asked me which will no doubt also be
asked you.
1. Should there be a civilian or military Director?
ANSWER BY ME: We feel the Director should be the
best men qualified for the job regardless of the color of his suit.
The important thing is continuity. If there is a shade one way or
the other, it points to the appointment of a military man-because he.
has closer personal contacts with the services and is less susceptible
to political pressure.
2. Reference the frequency of meetings of IAC and subject of
meetings.
ANSWER BY ME: They meet normally about 2 - 3 times
monthly. They meet more frequently and often not as the IAC when
the situation demands.
NOTE: Apparently the record now shows the IAC does not meet often
and when it does it discusses only procedural matters.
