In the temporary absence of Admiral Hiillenkoetter, I am
taking the liberty of replying to your letter of 17 September,
addressed to the Admiral and referring to your notes on his dis-
cussion with your committee. I know the Admiral will appreciate
your kindness in forwarding the notes for review. Since he will
be out of the country for some time, however, I am taking this
action.
I have looked over-the notes and, since the Admiral has
thoroughly discussed these matters with me, am returning them
with but two minor suggested changes in wording. You have done a
very thorough job in catching his opinions. You can'be assured
that the record is correct.

The following suggestion is made in response to Mr. Eberstadt's
request that additional written comments be submitted regarding the
Central Intelligence Agency. The comments deal with the services
of common concern which should be performed by the CIA.
At the time allocations were made of production responsibilities
for the various portions of the National Intelligence keys, some
of those allocations were based on the dominant interests of the
various agencies. Other allocations were predicated on a then-exist-
ing capability coupled with the fact that a particular agency had
been engaging in a certain production activity in the past. It is
suggested, in the interest of efficiency and economy, that these
allocations for the production of basic intelligence, other than
those based on dominant interest, require re-examination in order
to ascertain which of them may now or in the near future be accom-
plished directly by the Central Intelligence Agency.
