Reference is made to the attached report.
1. The third paragraph from bottom of page 4 is in error.
Suggest it be reworded substantially as follows:
The Deputy Director acts for and in the absence of the
Director. He is the principle link between the Director and both
the operational functions and tie administrative actions of the
Agency."
2. It is sug rested that th. `"f`oIlowin ; sentence be added after
the 2nd sentence on page 7:
"Both the Navy and the Air Force also, investigate their own
personnel, calling in the FBI from time to time."
3. It is suggested that the following sentence be added to he
fi-r,t paragraph on page 10:
"There have been some indications that the FBI may offer
to resume security checks for CIA on a reimbursable basis."
4. It is suggested that the following sentence be added after
the sixth sentence in the first paragraph on page 17:
5. There are other changes which might be suggested but it
would be a matter of slightly biased,opinion on my part. The sur-
vey was well conducted and it is the unbiased opinions of others
which can give us the best clues to increased efficiency of opera-
tion.
