SUBJECT: Clark Committee - Appearance Before.
1. I appeared before the full Clark Committee at 11:15 a.m.,
Friday, ]J. January 1955.
2. After describing mission and composition of committee, following
subjects were discussed.
a, Description of I lorganization and areas controlled -
factors leading up to organization - overall results and
their effectiveness - liaison with military commanders and
effectiveness - approximate total number of Americans in
command.
b. Mention by Clark of 0 as one instance of lack of 25X1 C
coordination and my reply that apparently as 25X1 C
still not understood. Clark then merely said to go ahead
with my recital and invited no other elaboration,
c. Committee asked if I was satisfied with my relations with
the military heads in my area. I replied that most
satisfactory relations had been established with the
military and Embassies in the area, I suggested that
General Hull be questioned as to his views; also those of
Gen. Gaither (J2)
c. One Committee member stated that since USIA stationed
world-wide and therefore had capability of collecting
intelligence, would it not be desirable for them to
engage in this activity. I replied that USIA personnel
could always collect overt information and interrogate
knowledgeable people in area but that it would only further
confuse the problem by giving them any intelligence
collection mission, particularly covert, Further discussion
revealed that the member merely wanted USIA personnel instructed
before going to field stations of the broad problem and
told how to approach subject.
