Attached is the final version of the detailed backup paper which supports the brief paper for the EXCOM I provided you on 25 January. 2. I understand the EXCOM meeting has now been rescheduled to 24 February. Regretably, I will still be in Europe on TDY. As I indicated to you earlier, I would appreciate it if after your people have had a chance to digest our papers you could me 7t with the JMRTC Chief of Staff to provide feedback and 25X1 review with him your planned submission to EXCOM. 3. I'll be departing on my TDY on 2 February but information or clarification that you may wish. Please feel free to contact him. An Agency-sponsored military reserve unit has existed in some form since March 1949. Since mid-1962 it has been established as an independent command -- The Joint Military Reserve Training Command (JMRTC) -- to coordinate the training activities of Army, Air Force and Marine 25X1 reserve elements. A separate Navy element reports directly to the Navy Department but participates in JMRTC meetings. One Coast Guard officer also is associated with the Agency unit. The JMRTC is subordinate to the Director of Personnel. JMRTC Program. The JMRTC mission is to provide that peacetime training and support to Agency reservists required to prepare them for wartime functions in support of the CIA. The training program administered by JMRTC consists of: weekly auditorium assemblies; special projects in support of DIA and the Army; special training courses; and annual active duty tours of two week duration. Someu Agency employees are military reservists, belonging to outside reserve units not controlled by the DCI. o Costs and Benefits of Agency Program. Actual program costs are minimal: one full-time GS-8 staff employee in the Office of Personnel and part-time support from one secretary and staff officer. An indirect cost is incurred through the "dual compensation" provided by the granting of "military leave with pay" during the reservists' annual two-week active duty tour. Such tours are common throughout the Federal Government. Program benefits include access to, and participation in, the DoD decisionmaking process by Agency officers; skill enhancement through attendance at military schools and participation in exercises and other DoD activities; and the fostering of contact and enhanced cooperation between CIA, DoD, and the services. A new mission and organizational concept has been proposed as the basis for reorienting the reserve program on a wartime mission that would provide direct CIA support to DoD's Unified Commands and Joint Task Forces. This concept involves the creation of Regional Coordination Groups -- all-service elements -- under the JMRTC, each tailored to the particular requirements of a supported command. This concept would i volve adjustments -- and probably some increase -- in the adminis- trative load of the Office of Personnal, and a reorientation of the unit training program to focus peacetime activities on the anticipated wartime role of the Regional Coordination Groups.
