Recommend that we only forward the 3 pages related tz:directly to
PL 93-313 funding (paper clipped). The rest of the paper, as you can see,
is still in draft form, plus, I wouldn't think we would want to float the
scope and cost estimate involved in this manner, but rather by DDA briefing
as originally proposed.
