(C) In response to paragraph 2 of referent, the has not been contacted by the Federal Energy Conservation 'p]anagement Program wi regard to energy policy and conservation. However, certain Il actions have already been undertaken, and other =actions are being contemplated. A description of these actions follows. 2. is currently turning thermostats back to- o 6S' at night in all official buildings and is considering reduc- ing these httime temperatures even further. Additionally, buildings 1?,when not in use, are having their thermostats set at 50 Training sites and other nonessential buildings have had heating and other utilities cut off entirely. 3. (C) The char force and security guards turn off all electric lights in all buildings during non-duty hours. In addition, the = has introduced changes to old and obsolete outdoor lighting systems. The improved incandescent and new low-pressure sodium lighting Will reduce use of electricity while at the same time providing better illumination. . 4. I uis encouraging all residents to use the abundantly available cost-free firewood In quarters fire- places for heating their homes. The is also looking into the possibility of installing fireplace grates utilizing a blower-fan system that blows fireplace heat through a hollow, tubular-type grate. into the living room. Preliminary studies have shown that the - blower-fan system raises the room temperature considerably and that used with glass-door fireplace screens most of the interior warm air can be retained and will not escape up the chimney flue. The more heat retained from fireplace fires obviously lessens the load on oil-fired furnaces, and fuel oil savings can there- fore be expected. is also planning to install an automatic cut-off damper to c ose off furnace flues while the thermostat- ically controlled household furnace is not in operation. The cut-off damper will thereby eliminate the loss of furnace. heat through an otherwise open flue. Furthermore, in order to help reduce heat loss, additional ceiling, wall, and attic insulation will be installed where needed, and windows and door caulking improved. Also, the individually mounted room-type air condi tioners in all family housing units will be covered during the winter months to prevent drafts and the loss of warm air to the outside. currently schedules periodic inspections of the oz -tired central heating plant to ensure that it meets U.S. Government operating standards and Environmental Protection Agency specifications. These inspec- tions have resulted in certain improvements to the heating plant which have resulted in fuel oil savings. -The 0 is also planning to replace the one remaining overage and deteriorating boiler in the central heating plant this Fiscal Year. This replacement boiler will result in an estimated 10% fuel oil saving over :,hat is currently consumed by the present overage and less efficient boiler. The has just recently installed new water conditioner equipment in the central heating plant which is expected to reduce the scaling of boiler heating coils. This reduced scaling will accordingly lessen fuel oil requirements for the heating of the coils.
