PROJECT: SITE CONSTRUCTION, PHASE II, PROJECT SAFE
This project consists of renovating approximately 8,000
square feet to extend the Project SAFE site from its present
location to the northeast corner of the Ground Floor of Head-
quarters. It also includes additional space to house a second
Uninterruptible Power System (UPS) contiguous with the first UPS.
The second UPS and batteries were procured in FY82 with a
flexible delivery schedule to adapt to the site construction

progress.

the remainder assigned to GSA for site work.
The Notice to Proceed was given to the Contractor on 27 April
1983; therefore, the scheduled contract completion date is 23 Oc-
tober 1983. GSA was requested to accelerate this project to

1 October 1983. The Contractor submitted a price ofl for
this work. The Project SAFE Office has stated that a 23 October
completion date would be acceptable.
The Contractor has completed the majority of the demolition
work and removal of the concrete flooring for installation of the
drain line is scheduled for the week of 27 June. The Contractor
has been slow on submittal submission and at this point, GSA has
not yet received a schedule from the Contractor.
The SAFE Phase 11 UPS was successfully tested on 20-22 June and
is scheduled to be shipped to the job site the week of 27 June 1983.

PROJECT: CONTINUE TO WORK CLOSELY WITH GSA TO IMPROVE SERVICE:
TO THE AGENCY
The Powerplant is the focal point in the utilities support
system for the Headquarters Compound. As such, it becomes the
natural starting point for any upgrade of the utilities provided
by the General Services Administration (GSA). In concert with
GSA, a study was undertaken by contract to address the Agency's
specific needs against the existing operational posture of the
Powerplant and to identify and cost any changes in manpower and
equipment. When the study is complete, management of both GSA
and CIA will be briefed. GSA and CIA will then enter into dis-
cussions about how to best implement any recommendations.
A letter from the DCI to the Administrator of GSA asking for
discussions regarding the takeover of the Powerplant by CIA has
been drafted.
