Reception at points below the radio-horizon then depend'on a large variety of factors (diffraction round the Earth's surface, reflection from inhomogeneous atmospheric layers etc). The experiments described' inthis paper examlned'one~of these the scattering of radiowaves by.turbul.ent.inhomogeneities in the troposphere. The method wds based on the use of antennae'at 1~trge angles-of elevation (20 to 600).and with narrow directional beams ("404). Most of these-theses or works are devoted.t.o subjects characteristic of modern building. The author tells of these works and points out the qh6 -rtcomings siill prevalent in the building,and archiltectural institutes, calls attention to more appropriate ways of planning and pre- paring the theses and makes recommendations in regard to the. activity of the board of examiners which ratessuch theses... He points out 1hat irany 'students only copy standard schemes 3-2-13/32 Planning of Graduation Theses, for,Construction and Architectural Fields and constructions from technical documents, reference books and itstitutematerials. 'The'result is a copy of a design which cannot be given a favorable rating as it does not in- ddpate the student's capability to solve independently df~T- fi.cult engineering problems. The author attributes this re- sult to the unsatisfactory work of the teachers and to the students' poor.knowledge of the achievements in Beience of construction at,home and abroad. It is suggested that the students search.:'for new schemes complying with up-to-date re- quirpments, reduction in cost and increase in quality. For this purpose the-linstitutes-should extend their contacts with organizations planning to erect now buildings. The author 4uotes the example of the.M'oscow and Leningrad ungin- and building institutes which received orders for the dibsign of fbrro-conarete hangar-workshops for aeroplanes of the 104 type..
