ABSTRACT: The characteristics of an artificial medium consisting of infinitely
thin metallic strips are investigated in approximation for the case when the lattice
spacing is commensurable with the length of the scattered wave. The equivalent
values of the dielectric constant and permeability are found from the condition of
eqUality bet~,iceri the energy flux density of the waves reflected by the lattice and by
a layer of 'tinite thickness prepared from a similar dielectric. The accurate values
of the reflected wave field, and, consequently, the values of the effective constants

ABSTRACT: Results of computation of characteristics of artificial dielectrics in the
form of strips composed of perfectly conducting, extremely thin metal strips (flat
periodical strip lattices) with arbitrary polarizations and angles of incidence are
presented. Special attention is paid to solution of the problem of plane wave
diffraction in a strip structure with considerable arbitrary configuration. Effective
characteristics of the strip medium are determined by comparing the reflected and
the passing fields in usual dielectrics and in the strip structure. Formulas were
derived and used to analyze a strip system consisting of two lattices with zero shift
between them. On the basis of the analysis, the following conclusions were reached:
1) the effective index of refraction at t- polarization is much higher than at

H - polarization; 2) As gaps in the strip structure decrease in size the effective
indices of refraction increase; and 3) when the distance between the lattices
