flexure of a beam resting on an elastic support:

ABSTRACT: The author proposes that the exact but, in his opinion, unwieldy solu-
tion of the problem of a normal concentrated force exerted within an
elastic half-space be replaced by an approximate solution in which the
condition a-z= 0 at the boundary z= 0 is replaced by the weaker expres-
sion fTzdF= p. This integral, taken over the entire boundary zone,
must be equal to zero. The resulting simplification of the formulas
is insignificant, however.

ABSTRACTS Experiments were carried out in order to determine the optimum technologi-'
face of articles made of unstabilized low-
oal process for preparing the bonded sur
pressure polyet4lene. The irradiation\%f surfaces was performed at various distances!
from the UV lamp, for various periods, at various temperatures and pressures of the
ambient medium consisting of air or oxygon. The polyethylene mrfaces thus pretreated
'were bonded to steel by means of a cold-setting epoxw@esive,Vand the bonded speoi-
-mpne ware subjected to shearing tests. The maxim-u-mi-bonding strength (51.5 kg/cmz) was.
ichieved at & temperature of the medium (air) of 800C, a distance of the specimen fro*

ABST RACT In connection with the develoi2zent of civil aviati,@n the network
of the AHSG (Air Weather Statior of the Civil Air Fleet) has
been extended and improved. The network was lately eqaip,@ed with
ceiling projectors, meteorological remote stations, radio bear-
ing apparatus, and radio teleprinters. Furthermore, phototele-
graphic apparatus and instruments for the measurement of air
transparency are being introduced at present. The author believes
that it would be high time to introduce television and automa-
tion irto the meteorological servi,:e of rayonno-dispec-erskiye
sluzhhy (RDS) (Tower Control Areas)and komandno-dispe c herskiye
punk'y (UP) (Control ToweTB).The TV units should be provia-,
with a small transmitting cawera, a multicore cable about
200-250 m long, and a video controller. Met@-orolgicai cbserva-
tions at take-off command posts are to be made in cooi;eraticn
with sectional meteorological stations and by mear-9 of' instru-
ments for the measurement of air transparency.

ABSTRACT: Hyperimmunization of guinea pigs with a suspension of foot-and-mouth
disease virus containing aluminum hydrcocide (AH) and a saponin greatly increases
the activity of diagnostic serum, regardless of the viru type. In the authors'
expericenta, the optimum dose of AH was 1%, that of the :aponin 0.5%. Hyper-
immunization of guinea pigs with a virus suspension containing 1% AH yielded type 0
serum with a titer of 1:60; types A and C, 1:80. Hyperimmunization of the animals
with 0.5% saponin yielded type 0 serum with a titer of 1:110 to 1:150; t At

ABSTRACTj The author gives a description of the historical develop-
ment of culture and education in Azerbaydzhan from the XI cen-
tury up to the present time. This country possesses a high
cultural level which produced many famous perponalities. The
greatest progress, however, was achieved during the Soviet
regime. Since 1921, various higher educational institutions
were created in Azerbaydzhan. Presently,there are 15 v-uzes
including important institutions such as the Industrial In-
stitute imeni Azizbekov (Industrlallnyy institut imeni Aziz-
bekova), the University, the Institute of Medicine imeni
Narimanov (Neditsinakiy inatitut imeni Narimanova), the In-
stitute of National Economy imeni K. Marx(Institut narodnogo
khozyaystva imeni K. Marksa), the Pedagogical Institute imeni
Lenin (Pedagogicheskiy inatitut imeni Lenina), the Institutes
of Agriculture and Engineering. During the period of their
existence these vuzes have trained more than 100,000 special-
Card 1/3 ists including 15,200 engineers, about 11,000 physicians,

6,500 agricultural specialiets,5,000economists, and over
35,000 pedagogues. The Azerbaydzhan State University has now
8 faculties; i.e. physics-mathematics, chemistry, geology-
geography, biology, history, linguistics, orientology, and
law. There are correspondence sections at the faculties of
physics-zathenatics, biology, geography, history, law, and
linguistics. Since its foundation 8,000 specialists were
trained at the University. The number of graduates increases
every year and at present amounts to 600 students annually.
The total numbe-r of students is actually more than 3,000,
since 2,000 are trained by correspondence courses. Much atten-
tion is devoted to the training of qualified scientific workers
by post-graduate courses. The Azerbaydzhan Industrial Insti-
tute comprises 7,000 students; altogether the Institute has
trained 14,400 geologists, Industrial engineers, technologists,
electriml engineers, designerp and economists. The Azerbaydzhan
Poly-technic Institute was founded in 1950. There are four
facultiesi construction, mechanics, hydro-melioration and trans-
portation from which 2,000 specialists were graduated during
the past 6 years. The Azerbaydzhan Institute of Agriculture
Card 2/3 is an important center for training agricultural workers. There

are 5 faculties, 39 chairs, equipped with laboratories, cabinets,
test-plants, cattle-breeding farms, a veterinary clinic, a work-
shop and a library. The Institute has four laboratories and one
correspondence training section with a total number of 9,300
students.
The following figures demonstrate the results of pedagogical
education: in 1926-27 there were 5,467 teachers working at the
Republic's schools. In 1956-1957 this number increased to
362,000. A high level of evolution was reached by the Azer-
baydzhan Medical Institute imeni Narimanov and 500 physicians
are graduated annually from its five faculties. During 35 years
11,000 physicians were trained at this Institute, most of them
Azerbaydzhanians.

ADST."ACT: On the basis of the systematical investi, 'ations of the
lithofacies and the paleography of sediments of the pro-
ductive mass carried out in the last ten years, and with
due reoaz-d to the data found by other 'researchers the
author tried to outline the area of the.basin of the pro-
ductive age both at the beginning and at the end of its
existence. In the course of its geological history the
basin of the productive mass presented a complex coast
line with various bays, peninsulas, islands, sazillhanks, etc.
The coastline of the basin gradually spread (Refs 1,2).
The basin of the productive mass underwent a transgression,
the main trend being a lowering of the bottom of tLe basin.

types of the mass fc)rmed in the various separated zones
due to tectonic conditions and to the source of sedimen-
tation. The sediments accumulated in the basin have under-
gone such great lithofacial changes that it is not possible
to give even a rough and oversimplified scheme of the
cross section. The characteristic lithofacial pro.,_-rties
of the sediments found are only of local importance and cantiot
be used as a basis for stratigraphical com7,.ariflons. In t''.,e
period of the final formation the basin of the productive
age in the petroleum and gas bearing area of the Azerbay-
dzhanskaya SSR covered the territory of the Southeastern
depression of the Great Caucasus. Including the entire
area of the Apsheronskiy peninsula, as well as the Ap-
sheronskiy and Baku groups of islands the basin extended
further to the East across the Caspian Sea, covering a
great part of the petroleum and r-as bearin@@ area of Turk-
meniya (Refs 5,6). The analysis of the earl-,or ages of the
development of the basin Black Sea - Caspia:i Sea shows
that these basins connected with each oti.or to the Pontus

along with other parts of the basin of the '"liocene and
Lower Pliocene formed a long depression stretching almost
exactly from East to West. From the age of the pr(ductive
mass onwards they were separated into two distinct basins
and developed as indep(@ndent down warping with character-
istic features of the formation. Without going into detail
with respect to bionomiCal physico-geographical and oti-.Cr
conditions of formation it must be said t'.at the f@irV-.cr
geotectonic development of the Caspian Sea was di'f(,:-,-nt
from that of the Black Sea. The present confiCuration o'
the Caspian Basin exhibits the part of the trou-h
at the end of tiIe il-e of pr-,ductive mass over a aide
