ABSTRACT: A relationship between well-known and newly-established conditions for
"controllability at the output" of the progress of a dynamic system is established. A
theorem expressing this relationship and based an notations developed in the Fe.r.ticle
is stated and proven using the method of natural progress. It is concluded that if tr-e
principle of dualism and the result of the theorem proven are used, it is not difficult
to formulate criteria of observability iii terms of variable matrices of type nxn and.
'mxn. It ie also rioted that an thr! basis of the theorem given, linear, nonst~ionary
dynamic systems may be classed as: a) completely controlled dynamic systems, nd b)

straight lines to the solution of boundary value problems is
strongly foundQd only in the case of a rectangular domain.
