"Data on the Water Cycle of the European Territory of the USSR and of Central
Asia"

The author presents computed mean-monthly and annual values of the
elemetts of the-water cycle: evaporation, moisture contentp advective
and local precipitations for the European Territory of the USSR on the
whole and separately fbr its southern portion. The local precipitations
for the entire Ouropean Territory of the USSR amount from 4% in autumn to
17-18% in May-June of the entire sum of precipitation of a given seucon.
In the south the contribution of local precipitations in the summer does
not exceed 10%. The author evaluates the influence of local evaporation
upon precipitations, which in the summer time creates up to 30% of the
total sum of precipittiona, but in May as much as 4vp. Here he points
out that local evaporation leads to change in temperature, which in turn
causes additional precipitations. Comparison of schemes of watercycle
in the European part of the USSR and in Western Siberia points to the in-
crease deep in the continent of the role of local evaporation in the for-

ABSTRACT: The article discusses the re3ults of aeroclimato-
logical observations which augment the knowledge of
moist-dre exchange for synoptic predictions. The
author assumes that the coefficient of moisture
content up to an altitude of 7 km is 2. As a rule,
one half of this moisture is contained in the
0-1-5 km air layer above the ground. In this case
the height of the effective transfer of moisture over
the continent is 1-T km. When there is little evapora-
tion.. i.e. in summertime in desert areas, and in
wintertime in areas under a heavy snow blanket, the
coefficient of moisture content is 3-4, and, corres-

ABSTRACT: Even prior to the advent of radiosonde technique,
hypotheses were advanced postulating that regional
evaporation was of the highest importance in the total
humidity balance of the earth's atmosphere. Recently,
studies of moisture migration in atmospheric circu-
lation have become highly popular. It was determined,
for example, that regional evaporation in North
Card 1/3 America is of relatively slight importance when

compared with moisture brought from over the ocean. Calculations
show that basic moisture migration over the continent of Eurasia
takes place in the lower atmospheric layer, 1.5 to 2.0 km thick.
To calculate this, the following formula is used;

arallels of north latitude in Eurasia has produced similar values

smaller in America. Annual moisture migration coefficient for the
European USSR condtitutes approximately 1.10, and for the steppe
region, 1.0. Thus, under no condition does regional evaporation
exceed 50 percent of the total humidity. Relative humidity is

essential in the formation of local precipitation. Average daily
precipitation bears a direct relation to the relative humidityt and
the nature of this relationship is different for the different
concentrations of relative humidity. When humidity is low, regional
evaporation has virtually no effect on precipitation. From this
point of view, optimum amount of relative humidity is approximately
50 to 60 percent. Regional evaporation performs a dual function in
the formation of precipitation. On one hand, the increase in
regional evaporation causes an increase of precipitation. However,
after reaching a certain level, general evaporation helps to produce
a resistance to vertical migration of water vapor through the atmos-
phere. This effect may occur over a continent's extremely humid
sections in the warm half of the year. Influence of the relief
and forests on precipitation is extremely complex. It is possible
that if forest zones were planted over wide areas, precipitation
might be increased as much as 10 percent over the present mean

(general circulation, inter-latitude variations and variations between

2) compilation of concrete charts of large scale giving as nearly as

elements* The author points out the advantagea and disadvantages
of each methDd and holds that the concrete charta should have a
scale of from 1:2s5OO.,000 to lt250,,000 for mountain regions and

background charto'can have limita of scales on a smaller order.
Unbased detail of design and inadequate study of climatic laws on
the part of candidates and doctors of sciences (see personalities)
has led to the compilation ofinaccurate charts and a subjective
treatment of station readings.
Summing up, the author notes that the construction of climatic
charts is an important facet of investigations in whichthere
are still great shortcomings and in certain cases eve n a lag
behind foreign science. Many speoijkli ta are not adequately
equipped with cartographic methods; this can be remedied by the
compilation of special handbooks on climatic cartography and the
development of pertinent courses at university level. The lack
of the needed material-techriical base for compilation and publics-
tion of charts should be attentively studied by the auawwhichs
in contact with other institutions., should prepare proper bases
for the compilation of detailed charts.
