REFERENCE : Letter dated 14 June 1972 to Federal Agevc-iQs in the National
Capital Region from Charles H. Conrad, Executive Director,
National Capital Planning Commission
1. This memorandum contains a recommendation for your approval. Such
recommendation is contained in paragraph 4.
2. The referenced Metropolitan Washington Council of Governments (COG)
reports (1) identifies. existing problems and concerns related to metropolitan
water and wastewater management; identifies objectives and policies regarding
water and sewerage facilities; and relates functional planning and programming
of water and sewerage facilites to areawide land use policies. This study also
outlines the elements of a regional water and sewerage plan and a short-range
program for the 1972-1977 period. Report (2) updates the housing policies and
programs for Metropolitan Washington: 1970. The report identifies the priority
housing problems in the region and the obstacles to solving them. Current efforts
to solve the regions housing problems and an action program to overcome the
obstacles to balanced housing opportunities are also described.

3. These reports, while being interesting, are not timely for any current
Agency action. Updated and revised reports for 1971 COG accomplishments and
activity will be published in 1972 and should contain plans for programs for future
years. Reports such as these are used as reference and planning guides where
applicable but they seldom if ever contain any binding rules which the Agency
must follow. The overall value of the reports should be assessed as proposals
for the consideration of the National Capital Planning Commission and other
Metropolitan Council of Government member units. The information they contain
is most informative and does aid our planning.
4. It is recommended that the attached letter be sent to the National Capital
Planning Commission in reply to their referenced correspondence.
