2. The referenced seam.andum from the Ezecu iv* Director,
NationalCapital Planning Cummission (NCPC), requests a rev ew
of the subject reports and Agemcy comments thereon. The Metro-
politan Washington Council of Oovermments* (C(0) Report
updates the housing policies and programa for Metropolitan
Washington - 1970. The report identifies priority housing
problems in the region and obstacles to their solution. Also
described are current efforts ta solve regional housing prob-
lems and an action progrnn to overcome the obstacles to balanced
housing opportunities. Report (I) identifies existing problems
and concerns related to metropolitan water and rastewater
management, identifies objectives and policies regarding water
and sewerage facilities, and relates functional planning and
programming of muter and sewerage facilities to areawide land
use policies. This study also outline* the elements of a
regional water and sewerage plan and a short-range program
for the 1972-2977 period.

Reports
3. These reports, although informative, are not timely
for any current Agency action but will be helpful tools and
aids in any future Agency plrnning exercises. Updated and
revised reports for 1971 COG accomplishment* and activity
will be published in 1972 and should contain plans regarding
programs for proposed future consideration and implementation.
Such reports are used PS reference and planning guides where
applicable but seldom, if ever, contain any binding rules
which the Agency must follow. The overall value of Um re-
ports should be assessed a proposals for the consideration
of the MCPC and other COO member units.
4. It is recommended that the attached letter be sent
