MEMORANDUM FOR: Director, FBIS
THROUGH : Chief, Operations Group
SUBJECT : Monthly Report -?- Paraguay Bureau -- June 1985
Following bureau reports on reception of satellite TV
signals in Asuncion using commercially available TVRO equipment,
including 3.7- to 4.5--meter antennas, Headquarters changed the
ROSET implementation plan for the bureau. Instead of shipping
the portable PESOS antenna to Asuncion for cruising and testing,
on the basis of these reports Engineering Division will research
the available TVRO equipment to select the appropriate
configuration for shipping to and installation at the bureau.
The local reception reports were based on visits by bureau
staff to a private home in Asuncion where one of the five to six
TVRO antennas in the entire city is installed. Reception of the
bureau's primary interest -- Brazilian TV stations from
BRASILSAT I --- is excellent, and signals from INTELSAT's
carrying Peruvian, Venezuelan, and Colombian TV also were
observed with good reception. Because the bureau is located
within the saturated BRASILSAT footprint, the processing of
Brazilian press agencies, another primary bureau goal, should be
possible at the bureau with an antenna the size described above.
Although the Embassy would not agree to installing the antenna
immediately outside the annex building where the bureau is
located, it did agree to installing the dish at the rear of the
compound, unfortunately some 400-plus meters away. The bureau
will receive the signals via cabling installed in conduit buried
in a trench.
A. Monitorial/Editorial
1. The month's major story in Argentina was the announcement
by President Alfonsin's government of stringent economic
measures to deal with the worsening economic situation. Reports
on the 13th on the measures to be announced the next day
prompted a run on banks that forced the Central Ban[:: to declare
a bank holiday the next day. On the 14th, Alfonsin and his
economic minister in speeches broadcast by Buenos Aires Domestic
Service and covered by the bureau explained the new government
economic program and its objectives. Following the announcement,

the Central Bank ordered banks closed on the 17th and 18th.
Since their initial speeches outlining the package, Alfonsin and
the economy minister have made several speeches attempting to
increase support for it.
2. In Bolivia the political dispute over whether or not the
14 July presidential elections should be held as scheduled
dominated the file. As a result of the ascendency of the
rightist parties and the likelihood one of their candidates will
win the elections, the labor movement and the leftist parties
have been pushing the Siles Zuazo government to postpone the
elections. These pressure tactics have included a power workers
strike that blacked out La Paz and strikes and stoppages
throughout the country. And to add to the speculative turmoil,
former dictator General Garcia Meza allegedly returned to the
country and in an interview broadcast by Radio Panamericana and
processed by the bureau said he planned to "impose order in a
drastic way." President Siles has successfully fended off this
pressure, which even included a proposal for postponement from
the National Electoral Court. As a further example of the
confused Bolivian political scene, when Siles went to register
for the elections, he was disqualified from registering because
he did not have the proper documentation: His identification
papers were stolen when he was kidnapped last June!
Continuing its efforts to develop an independent foreign
policy, plans of the Brazilian Government of President Jose
Sarney to restore relations with Cuba have been reported in the
press and Sarney has made it clear in public statements that he
intends to be tough with the IMF in the debt negotiations,
saying that Neves made the promises but that now he is
president. Also reflecting more liberalism on the domestic
front, on the 1st the Brazilian Communist Party held its first
public rally in 21 years. On the 22d, President Sarney announced
the text of the constitutional bill he will submit to Congress
calling for a constituent assembly. The elections for the
assembly will be held in November 1986, and it will then be
charged with writing a new constitution within one year. The
bureau has received samplings of the Brazilian press agencies
Brasilia EBN and Brasilia Senado Federal from Panama Bureau,
which obtained them from monitoring BRASILSAT. An initial study
reveals that EBN could be a good source to put on coverage, but
that Senado Federal, which reports exclusively on Senate
proceedings, will not be worthwhile. Bureau will shortly submit
a full report on its findings.
4. On the 16th, the Chilean Government of President Pinochet
announced the lifting of the state of siege. The bureau reported
the lifting from a news agency source that was later supported
by a recording of the official statement relayed by our Santiago
contractor, who recorded it from an unannounced special
broadcast. Since the siege was lifted, terrorist actions and
bombings have increased, ranging from bombings of supermarkets
to the blowing up of high tension power lines blacking out
Santiago and large areas of central Chile. The government has
denied that it plans to reinstitute the siege.

5. This month the Chilean Government complained before a UN
agency about Moscow Radio programming aimed at Chile and
allegedly inciting armed rebellion. The bureau has filed Moscow
Radio reaction ridiculing this Pinochet charge. Moscow casts in
Spanish to Chile, including Radio Magallanes, produce a
considerable, and at times voluminous, file of unique materials.
These processed items as well as daily program summaries are
filed directly to the American Embassy, Santiago, which
repeatedly has expressed a strong interest'in them in general,
and in particular on the current charge of Moscow interference
in Chilean affairs. With the lifting of the state of siege,
restrictions on the news media have been eased and the bureau is
surveying Radio Chilena and Radio Cooperativa newscasts in an
attempt to,improve the Chilean coverage package.
6. On the 3d, the Chief attended a working reception at the
residence of DCM Dan Clare during which he met Stephanie Kinney,
head of the Paraguay/Uruguay desk at the State Department's
Office of the Southern Cone, who was visiting Paraguay. Ms
Kinney praised the bureau's file, particularly on Uruguay
leading up to the recent elections.
7. The bureau started using AIG's on the 10th.
B. Lateral Services
1. In response to a request from the BBC, the bureau on the
17th began filing program summaries on the Sao Paulo Radio
Bandeirantes 1000 GMT and the Brasilia Domestic Service 2200 GMT
casts so that BBC Bush House can better tailor its broadcasts to
Brazil.
2. The bureau has added the chief, Political Research
Section as a new local. consumer for material on Paraguay.
C. Cruising
1. Reception of Argentine and Uruguayan medium wave stations
has generally improved since the new long wire went into
operation in April. The biggest dividends have been the improved
direct reception of Buenos Aires Domestic Service after it
started using microwave relays and of Montevideo Radio El
Espectador. Bureau will conduct further surveys of Argentine and
Uruguayan stations as well of Brazilian stations with the long
wire antenna.
2. The cruiser also surveyed Havana International broadcasts
to South America at the request of MOD.

Technical
1. The bureau's remote equipment at ANTELCO suffered serious
damage at midmonth for unk:nown reasons, although high voltage is
the most likely culprit. The microwave power supply, the
transmitter regulator, two Collins 651 receivers, and the WJ
receiver were affected. Radio coverage of Bolivia and Peru were
hampered while the repairs were being made. The technicians have
put in long hours to repair the damage and have completed
everything except for the microwave regulator card because the
tip is not available in Asuncion. It has been ordered.
.2. The project to modify the Extel R.O. printer and
converter to low level is continuing.
Following the recent regional engineer's visit, surplus
equipment has been readied to be sent to Headquarters and
Nicosia Bureau. It will be forwarded in the next two weeks.
4. The bureau has received 10 new IBM Selectric III
typewriters, which have been tested, repaired, and placed at the
monitors' positions. These replace old IBM models, which will be
either retained in stock: as reserves or turned over to the GSO.
5. The following items have been purchased locally for the
bureau and the Santiago contractor: one VCR National Panasonic
Mod. 1123 NTCS/F'AL-N (bureau); one VCR National Panasonic Mod.
1123 NTSC only (contractor); one radio AM/FM TV color NTSC/PAL-N
audio cassette recorder ITT Mod. TRC 5000 (contractor). The
technicians are drawing up a connection program and operating
instructions on the equipment for the contractor.
6. After waiting the 9-month gestation period, the bureau on
the 26th received its new Brazilian-made Chevrolet Comodoro.
A. Personnel
The bureau has narrowed the applicants for the associate
editor position down to two candidates and soon will mak:e its
decision. We hope to begin pre-employment processing
immediately.
B. Building_a(ld_Grounds
Following bureau requests to the GSO to have the entire
annex roof resealed to preclude possible serious damage to the
bureau equipment and offices resulting from rain leaks, the
Embassy negotiated a contract to resurface and reseal the roof,
work: for which has started and will be guaranteed for 10 years.
