SUBJECT Monthly Report--Paraguay Bureau--July 1985
Monitorial/Editorial
1. July's major story was the victory in Peru of social
democratic President Alan Garcia Perez, leader of the American
Revolutionary Popular Alliance. After ballot counting that
lasted over a month, Garcia was declared the winner on the 1st.
On the 10th, he formally received the presidential credentials
at a small ceremony at the home of the deceased APRA party
founder and delivered a 2-hour speech, primarily historical in
content but with a hint of the economic changes he is planning.
On Sunday the 28th, the bureau covered the presidential
inauguration ceremonies in Lima by staffing an extra dayshift
that day and remaining open until 0400 the next morning. The
bureau covered the ceremonies live from the one Peruvian radio
audible at the bureau and from some 4 hours of live phone feeds
from the Lima contractor. Garcia spoke for 2 hours and outgoing
President Belaunde for 30 minutes. The bureau cleared Garcia's
speech before closing and Belaunde's the first thing the next
morning, for which Chief, OPS sent his congratulations for the
"fine" job. As part of the inaugural coverage package, Panama
Bureau monitored Lima TV via satellite for 15 hours of video.
2. Bolivian coverage again proved to be turbulent
because of the tension, including coup rumors and threats of
coups,-leading up to the general and presidential elections
scheduled for the 14th, which some parties and the government
were trying to postpone for the second time only three days
before they were to be held, After opposition to the elections
was overcome and the military came out in support of them, the
elections were held as scheduled. After a long vote-counting
process, former President General Hugo Banzer was declared the
winner of the popular vote on the 29th. However, since none of
the 18 Presidential candidates won an absolute majority in the
general elections, the election was thrown into the Congress,
where left-of-center former president Paz Estenssoro has won the
majority of seats. The bureau staffed a dayshift on Sunday, 4

August, to cover the congressional proceedings, which lasted
until 0500 Monday morning. Estenssoro was declared president on
the second ballot after he and his party put together a
coalition of leftist parties. The bureau received a "well done"
from the Chief, DRD for its extended coverage of the
congressional session.
-. The bureau remained open the night of 5-6 July at
the request of BBC and the Wire to cover the alleged hijacking
of a British Airways flight from Rio to London. The situation
was very confusing because the Brazilian authorities claimed
that it was a hijacking, while press agencies claimed the plane
was diverted to Trinidad-Tobago owing to mechanical problems,
which proved to be the case.
4. During the month, the bureau received a 2-day file
from Panama Bureau's satellite printout of the Brazilian news
agencies Brasilia EBN and Brasilia Senado Federal (SF). After
reviewing the two agencies, the bureau concluded that EBN would
be a good source to tap into when we receive our ROSET, while
SF, which devotes itself to coverage of the Senate proceedings,
would not be a good addition to the Brazilian coverage package
but could be covered during important Senate deliberations.
5. Argentine coverage suffered a setback on 1 July when
the Buenos Aires Television Service cast which is relayed from
Formosa and covered by the bureau changed its format. The local
newscast now has a news reader who simply reads TELAM reports
with no video clips except for local coverage. The bureau on
the 9th dropped coverage. This means that the bureau now does
not cover Buenos Aires television except for special events and
relays. One such event was on the 9th when the bureau covered
the Independence Day parade, which was watched by the Embassy
Defense Attache, who received a copy of the recording. On the
9th, Buenos Aires Domestic Service resumed some of its shortwave
transmissions, but with little impact on the bureau since the
major night-time cast that is generally heard with fair to poor
reception did not fall inside the new shortwave broadcast times.
6. Following the June lifting of the state of siege in
Chile, the bureau reevaluated its radio and press coverage.
Even though press censorship ostensibly had lessened, the
bureau decided to drop coverage of the 1715-1800 Radio
Cooperativa cast after noting a marked decline in the quality of
news coverage vis-a-vis the Catholic Church's Radio Chilena.
The bureau is now taking the 1700-1730 and 2330-0000 cast from
this radio Monday through Friday, fed via phone feed by the
Santiago contractor. The bureau is evaluating also the
possibility of adding Chilean opposition publications, which
have increased reportage on opposition activities since the
lifting of the state of siege.

7. The bureau received and reviewed a 2-week sample of
the Buenos Aires REUTER news service--which has replaced the
old LATIN news service--from the new REUTER office in
Asuncion. Although the bureau filed a couple REUTER items, we
found that the media we currently have on coverage consistently
beat REUTER with the story, sometimes by as much as 24 hours.
The bureau thus decided not to add REUTER at this time, but
leaving open the option to review again its file at a later
date after it becomes more a part of the Latin American scene.
8. Panama Bureau for a second time in recent months
reviewed the Paris AFP in Spanish transmissions received by the
two bureaus. After comparing the two files, Panama again
concluded that we receive two different services even though
the AFP London representative claims AFP has not yet branched
its Latin American transmissions. The Panama file concentrates
more on the countries in its coverage area, while the one
Paraguay monitors is tailored more to the countries of the
Southern Cone.
B. Cruising
To aid coverage of the Bolivian elections, the cruiser
surveyed Bolivian radiostations and supplied current
information on them to the monitorial staff. As part of the
review of the Chilean coverage package, he also cruised out
Chilean radios that can be heard at the bureau.
C. Technical
Following the May visit of Regional Engineer
the bureau forwarded excess equipment to
Headquarters and Nicosia Bureau, including the following: seven
Frederick 120:3 demods; three Pioneer interface suppressors MDL
QRL--2B; five Melpar heterodyne notch filters; and two 2x4 DELTA
Multicouplers.
2. R232 interface boards for low-level operation were
installed on both land-line press agencies -- Madrid EFE and
Paris AFP. In addition, an extra power supply and two more
boards were installed so two more circuits can be made
available if necessary. Work on the low-level project for the
communications room equipment continues.
3. Work is under way to install a complete
monitorial/transcribing position in the chief monitor's
cubicle.

B. BLii.l di ng_and_Grounds
The bureau had a serious water leak: during a torrential
rain storm on the night of 26-27 July. Fortunately, the bureau
was still open and the staff was able to move all equipment in
jeopardy and to bail water off the roof to lessen the pressure
in the seam of the drainage pipe, which goes through Main
Radio. At the bureau's request, the GSO has agreed and started
to remove the pipe and to construct a drain that will take
water away from Main Radio.
