Sanitized Copy Approved for Release 2010/09/09: CIA-RDP86-00040R000300600004-3 FOREIGN BROADCAST INFORMATION SERVICE PARAGUAY BUREAU ASUNCION, PARAGUAY MPY-5045 3 October 1985 MEMORANDUM FOR: Director, FBIS THROUGH : Chief, Operations Group SUBJECT : Monthly Report -- Paraguay Bureau -- September 1985 1. Staff and non-staff personnel on the 25th attended the reception held at the Residence to say farewell to outgoing Ambassador Davis, who departed post on the 28th. His replacement, Ambassador-designate Clyde Taylor, who has not yet been approved by the Senate, is planning to arrive in Paraguay toward the end of October or early November. 2. During the month the new two-person editorial desk and the accompanying Lazy Susan were installed. The editorial desk forms the shape of an "H" with one leg missing, and the Lazy Susan is a spin off of the now-famous design from Okinawa. The bureau also received a new cabinet for newspaper storage, and we should be receiving the desk for our new computer room and lockers for all staff in the next couple of weeks. In addition, Main Radio and the future computer room were recarpeted, and the storage room went through a major spring cleaning. 3-Field Engineering Division has advised the bureau that the contract has been signed to purchase a 4.6-meter antenna and the necessary ground control equipment for our Associate ROSET system. The contractor and the regional engineer will be visiting the bureau in mid-October to inspect the prospective sites and meet with local contractors. A. Monitorial/Editorial -------------------- 1. The main focus of attention in Bolivia this month was the government-labor crisis resulting from labor's oppostion to the new economic policy of the Paz Estenssoro government. On the 3d, the principal labor grouping declared a general strike that was to last only 48 hours, but when it was extended the government responded by Sanitized Copy Approved for Release 2010/09/09: CIA-RDP86-00040R000300600004-3 Sanitized Copy Approved for Release 2010/09/09: CIA-RDP86-00040R000300600004-3 having the Army occupy petroleum installations and the Air Force take over airport operations. In a forceful action to break the strike, the government on the 19th declared a state of siege and arrested some 2,000 union and opposition leaders, many of whom were banished to the remote Amazon region. As the month closed, the Congress was debating the state of siege in nightly sessions that the bureau is covering. 2. Events in Chile took a turn for the worse in September with violent incidents increasing. On the 4th, the main workers organization sponsored a "Day of Protest" against the government of President Pinochet that resulted in 11 killed and some 1,000 arrested. President Pinochet delivered a speech to the nation on the 11th, the 12th anniversary of his assumption of power. In the speech, which the bureau excerpted, Pinochet praised the policies of his government and attacked the opposition and the multiparty National Accord for the Transition to Democracy for promoting disorder. On the 16th, our Santiago contractor relayed a speech by opposition leader Gabriel Valdez broadcast by Radio Chilena. This is the first such speech by an opposition leader broadcast since Pinochet came to power. Our Santiago contractor has already sent his first two video tapes since acquiring this capability; they were on the 11 September National Day festivities and Army Day on the 19th. 3. The bureau resumed regular coverage of Argentine television on the 25th, after Clorinda Channel 2, a repeater station of Formosa Channel 11, began carrying a 30-minute, direct relay from Buenos Aires of national and international news Monday through Friday. The new program is named "Television Informa," replacing the "30 Milliones" program previously relayed by the Clorinda repeater. 4. The Paraguayan Government over the month tightened its pressure on the local opposition, banishing two MOPOCO leaders on the 8th to remote areas, arresting another on his return from Argentina on the 18th, and detaining another on the 21st. In addition, a leader of the main opposition Liberal Party was detained and held for a week. Furthermore, public infighting within the ruling Colorado Party has increased since the party executive board intervened in precinct elections. The dollar-guarani exchange rate has momentarily stabilized at between 750-800 after going over 1,000 last month. B. Cruising The cruiser is participating in the biannual survey of Moscow International Service broadcasts, and he completed during the month a survey of Havana International Service broadcasting. While cruising Bolivian stations in support of the monitorial staff during the government-labor crisis, he discovered the "Cadena Nacional de Emisoras Mineras (National Network of Mining Stations)." A new television antenna was installed on the roof to enhance coverage of Argentine television. The antenna is mounted on the tower on top of the roof and utilizes a mixer, a distributor amplifier and five distributor boosters each with four outputs. 2. VHF transceivers were installed in the bureau's car and truck and a base established in main radio. This system is compatible with our beeper recall system and will be incorporated into the Embassy security system. 3.The following equipment was purchased locally for the Lima contractor: a Panasonic VCR, an ITT AM-FM radio/television/cassette player, and an NTV Viking phone patch setup.
