SUBJECT: Monthly Report - Okinawa Bureau - June 1985
I. GENERAL
The bureau lost all satellite coverage capability for eight days from
10-17 June, the first such outage since the ROSET dish was completed in 1981.
The dish went out of service when key roller bearings that carry the heaviest
load on the elevation strut/motor mechanism disintegrated despite abundant
lubrication. London Bureau/BBC took over Okinawa's Moscow ROSET coverage
throughout the period, while engineering staff worked through heavy rains
and high wind squalls to disassemble the elevation mechanism and pinpoint
the cause of motor overheating and failure. Replacement bearings were pro-
cured over the weekend from mainland Japan by an Okinawa distributor and
after reinstallation and a favorable weather change, the dish resumed operations
the next morning. In message exchanges related to this and Okinawa's wishes
for a second ROSET dish, the bureau learned that its ROSET "upgrade" is planned
for FY-1987. Bureau proposals for a 6-meter turn-key ROSET dish installation
capable of covering satellite television, to be bought from mainland Japan,
were turned down.
The bureau's planned eight-year housing recapitalization program got a
boost from the 20-23 June visit by chief of the Headquarters
Real Estate and Construction Division. toured the housing area,
inspected Kadena AB military housing projects under construction, discussed
possible floorplan designs and housing features, and met with key personnel
in the Okinawa Area Office of the U.S. Army Corps of Engineers on 21 June to
discuss the housing program and schedules for architecture and engineering
phases. Q assured the bureau would have considerable delegated authority
over the project once house blueprints have been studied and differences recon-
ciled. A memo for record was pouched to Headquarters 28 June.
Bureau activity aimed at improving Philippines coverage advanced only
slightly in June. Tokyo Embassy officers briefed a "senior Foreign Ministry"
officer of the Japanese Government on bureau plans for a late November follow-
up cruising survey at Ishigaki Island in the southern Ryukyus as an emergency

monitoring site. There have been no further questions or problems raised
with Embassy contacts since, and this has been construed as tacit acceptance
of FBIS plans. The acting bureau chief briefed the Consul General, Naha, and
the Okinawa Area Coordinator with the Japanese, Maj. Gen. James L. Day, about
the Ishigaki and other remote plans on 12 June. The bureau supplied technical
parameters for autovon circuits needed if a remote reception facility is estab-
lished in the Philippines to feed radio signals to Okinawa. Exchanges continue
with Headquarters and Philippines contacts on how and whether a remote system
can operate effectively.
A. Editorial/Monitorial
1. Japanese NHK television monitoring continued to draw consumers
and queries in June, including another Prime Minister Nakasone appearance, a
two-part series on "Electronic Warfare" that featured the BBC Monitoring
Service's Polish team in part one, and another NHK feature on the Sino-Soviet
border conflict. All were included in the "cities" courier shipments by DHL
to MOD, which supplied BBC with a copy of the NHK part concerning BBC. Russian
monitors found some early Moscow TV comment from the "World Today" dealing with
the Middle East TWA hijacking.
2. Both Okinawa and Hong Kong were advised by the Hong Kong printers
of the Beijing Renmin Ribao that they would start receiving the "overseas
edition" starting 1 July. Okinawa will continue getting the Hong Kong overseas
edition, but will also subscribe to the domestic edition previously received,
through the PRC Government "Guoji Shudian" distributor. The bureau began cruising
efforts on 30 June to locate the announced new satellite facsimile transmission
of Renmin Ribao, which is to be available in New York and San Francisco, among
other overseas points. Early checks indicate new facsimile signals are on the
Intelsat 60 East satellite; the bureau cannot print these fax signals with existing
equipment, but may be able to in October, when its own "adaptable fax processor"
is delivered by Engineering Division.
3. Four clandestine anti-Deng Xiaoping Chinese-language radios--"Voice
of the PLA," "Radio Spark," "Radio October Storm," and "Contingent of Proletarian
Fighters" were last heard on 9 June but have not been heard since on regular fre-
quencies or in band cruising. Cruising checks are continuing, partly in support
of a possible Analysis Group note, with Bangkok and Hong Kong also looking.

Okinawa's draft emergency coverage plan was cabled to Headquarters
and Far East bureaus and London/BBC on 12 June for comment and MOD massaging,
before MOD reissuance.

1. Major annual cruising reports were completed during June, relying
heavily on IBM PC data bases in Lotus 1-2-3: the annual update of all types of
modulation on satellites visible at Okinawa, and an update of all possible pri-
mary/backstop coverage by satellite, adding to the pass-feed study submitted in
May.
2. High-frequency updates, also using the IBM PC data base, included
Philippines international services, Mongolian domestic and international voice
as well as press, Japan international and press transmissions, Taiwan inter-
national and press, North and South Korean press circuits, as well as new
Bangladesh international frequencies.
3. Satellite cruising detected on the 60 East Intelsat London REUTER,
Moscow TASS Cyrillic and a Soviet weather facsimile transmission, Bombay PTI
English, and an additional Xinhua English frequency from Beijing; on the 63 East
Intelsat, cruisers located two point-to-point facsimile circuits between Tokyo

III. ADMINISTRATION/LOGISTICS

2. Long-time Bolo Point MLC custodian a smiling "legend in his
own time," was presented with a letter of appreciation by the acting bureau chief
on 17 June, on the eve of his retirement 28 June. More than 40 friends and guests
attended a retirement celebration 28 June at a local restaurant near Torii Station.
3. Survey work began in June at the Bolo operations site to develop an up-
dated and accurate site plan locating all utilities lines and piping throughout
the grounds, in anticipation of future construction and facilities. The Army
Corps of Engineers is handling the project, scheduled for completion late August.
Other Bolo projects included completing renovation of part of the old BOQ building
across the road as additional warehouse space, complete with a concrete drive for
forklift operation in wet weather, and letting of a contract to resurface the
employee tennis court at Bobo, scheduled to be completed early August.

1. U.S. Air Force 1982nd ISG crews completed installation of one new
rhombic antenna curtain on the new poles erected earlier; the second curtain
is scheduled to be done by the end of July.
2. Engineering staff placed orders with the local SONY distributor for
all television editing and monitoring equipment requested by MOD, against the
refund credit from the incompatible SONY 820S videocassette recorders procured
earlier, as well as a small number of other VCRs for bureau spares and stock,
to complete the FY-1984 funds expenditure.
Chief, Real Estate and Construction Division, OL, 20-23
June for consultations on housing recapitalization program.
Capt. Patrick Smith and Sergeants Hagland, Benner and Klutz, of Kadena's
USAF 6990th Electronic Security Group, Electronic Combat Center, 27 June, for
bureau orientation focusing on Soviet videotapes regularly provided to the
6990th ESG for training purposes.
Acting bureau chief and wife, on 7 June to change of command ceremonies
and reception, Marine Aircraft Wing 36, MCAS Futenma; on 12 June to change of
command festivities at First Marine Aircraft Wing, MCAS Futenma, where Maj. Gen.
Charles H. Pitman took command from Maj. Gen. Frank E. Peterson; and on 26 June
to change of command ceremonies and reception for U.S. Army Information Systems
Command Signal Battalion Okinawa (Fort Buckner ASC), where Lt. Col. Allan M.
Maughan took command.
Russian Unit and trainee monitor along
with staff editor an associate editor on 13 June
attended a U.S. Navy unclassified intelligence film and briefing at Kadena's
Olympic Theater, in which much of the footage was taken from Moscow TV's "I
Serve the Soviet Union" military indoctrination program covered by Okinawa
Bureau. The Navy officers hoped for an FBIS briefing, when they learned in
after-film discussions of the bureau here, but time did not permit.
