SUBJECT: Monthly Report - London Bureau - March 1985
i. Events of the Month. March produced a variety of outstanding
developments, all of which seemed to have an aura of
disruptiveness and/or uncertainty: the death of yet another
CPSU general secretary and the selection of his successor, the
announcement that the Monitoring Service will be getting a new
general manager, the PMU move to new "temporary" quarters, the
dramatic rise of the pound, and the last pint in the old BBC
Club.
2. Chernenko Deaths For the third winter in a row a
death-and-succession of Soviet leaders was handled with
herewe-go-again professionalism by the BBC and the Bureau,
winning the compliments of FBIS Headquarters. A key clue was
spotted well in advance of the official death announcement by
David Owen of the BBC's Russian team when he asked a colleague
about the program preview at the and of Moscow TV's First
Program on Sunday night. Not only was there no preview, the
program had closed down early after presenting only one of two
scheduled features - an appropriate "Merry Widow". Dave stayed
on through the midnight shift watching for developments and was
himself monitored by FBISers when he was interviewed early
Monday morning on BBC Radio 4. Reports in THE TIMES and
FINANCIAL TIMES the next day described the Monitoring Service's
role in alerting Bush House, citing Owen and Reception
Department's Senior Assistant for Coverage Linda Eberst on
Moscow media behavior.
3. BBC News: The Home Secretary's announcement of the BBC's new
license fee was described by the BBC Finance Department as
falling in the middle of the "D scale" - neither delirious nor
disastrous, but disappointing. The fee will be #38 annually for
two years, instead of #63 for three as requested, and a
government committee headed by an economics professor, Alan
Peacock, will undertake an inquiry into alternate forms of
financing the corporation. The broad terms of reference of the
inquiry, which is to report in summer 1986, include assessment

of the effects of the introduction of advertising or sponsorship
on the BBC's domestic services, including the consequences for
the BBC, Independent TV and radio, prospective cable and DBB
services, the press, the advertising industry, and the
Exchequer. Before the announcement, BBC Director General Milne
had warned that an inadequate license fee would make it
virtually impossible for the BBC to go ahead with satellite
broadcast plans. The complex subject of BBC financing and its
impact on related industries will be the topic of media
discussion for months to come.
At the Monitoring Service, General Manager David Witherow has
been promoted to Controller of Resources and Administration of
the External Services and will be moving back to Bush House in
the next few months. The general manager position is to be
advertised and hopefully a successor will be named before
Witherow departs.
II. OPERATIONS

The 11 March file, including the announcement of CPSU General
Secretary Chernenko's death and the appointment of Gorbachev to
succeed his, was a healthy 274 messages totaling 80,200 words,
including 35 "flash" messages. At one point all teleops were
punching "flash" material and there was at least one more "flash
in the pan" awaiting its turn. Editorial overtime was racked up
handling the file, which continued heavy throughout the month.
The Gulf war, the Hungarian party congress, and leader speeches
from Lib a to Afghanistan helped contribute to an editorial
backlog The
Bureau hit the highest daily average for c , words;
the daily file exceeded 100,000 words 17 times during the month,
the highest being 134,330.
B. IgGhnical
The BBC has received all equipment needed for installation of
the VCVC wideband circuit between Vienna and Caversham. BBC
engineer Vernon Smith is now working full time debugging the
control system and anticipates installation in April, when the
circuit should be operational.

PMU has settled into new and spacious quarters with a minimum of
disruption, although there are still same finishing touches to
be completed, including installation of airconditioning units

and an improved corridor linking the portakabins to the main
building. The other main upheavals have also been accomplished,
with BBC Club and BBC engineering and other service components
now in portakabin accommodations in front of the building.

Enthusiastic students from all Bureau components - admin,
editorial, tabulation, commo, PMU, and engineering -
participated in the three-week trainin rogram given by the CRM

the 18th; after a day's TDY at the Bureau along with spent
the rest of the week in Paris holding discussions with AFP. Prod's

28th and 29th with Bureau admin and PMU on TDY. Ann Ledgard of the
BBC's English team an ossan, a new member of the Russian
team, were briefed by on FBIS operations.
Bureau Chief paid TDY visits to
Austrian Bureau 25-29 March; Senior Editor s on TDY at
BBC's East African Unit 13-27; Senior Wireroom Supervisor
spent 2-31 March on TDY at Mbabane; Cologne Unit Chief
visited Vienna on a 14-13 narcn ivy, &no i waoaa unit was
visited by Austrian Bureau Regional Engineer on one of
his periodic engineering visits.

V. GOOD DAYS, BAD DAYS
First, there is editor with everything going right for
him: after an enjoyable TDY working with his BBC colleagues in
Nairobi, he returned to win 12 quid in the Bureau's Grand National
STAT.. pool. Then there is Islamabad Unit Chief who emerged
successful (and unharmed) from a recent wild boar un . But then
STAT there is Cologne Unit Chief who once misdialed the U.S.
Embassy in Berlin and found himself talking to the SED Central
Committee. His latest misadventure concerned a TDY trip to Vienna
lugging along a VCR requested by Austrian Bureau. After one false
start (the Bonn train to Frankfurt was late and the Frankfurt airport
was in chaos because of a Lufthansa hijacking), he tried again some

,weeks later and emerged triumphant at Vienna airport. There he was
detained by Austrian customs, charged with smuggling the VCR and
questioned to the vast amusement of waiting Austrian Bureau Deputy
Chie{one was finally released when it was
determined that the embassy had obtained the necessary import
approvals which had been forwarded to the wrong office. The affair
was settled the following day during an expeditious - by Austrian
customs standards - four-hour session at the main customs office.
