MEMORANDUM FOR: Director, Foreign Broadcast Information Service

SUBJECT: Monthly Report - London Bureau - June 1985
1. Attention was focused on satellite issues this month as Deputy
Director, FBIS and Chief Engineer
spent 13 June in London meeting with representatives of Comsat and
British Telecom International (BTI) for discussions relating to
Internet. Participating in the meeting was incoming London Bureau
Chief while outgoing Bureau Chief hosted
further discussions at the bureau on the 14th by the same group.
Earlier in the week,, a BTI representative and the embassy deputy
chief of communications separately paid familiarization visits to
the bureau.
2. Meanwhile, the British DBS (direct broadcasting by satellite)
project expired this month after over two years of indecision.
The 21 companies involved - including the BBC and the 15 ITV
companies - decided the project was not viable. The press is
`reporting various alternatives that may be explored, such as a
joint BBC-ITV satellite master antenna television (SMATV) project
or a Eutelsat proposal for a satellite for medium-power
broadcasting to be launched in 1991. There are possibilities also
for "fluid, shorter-term alliances between media groupings -
"bed-hopping" is how the gutsier operators sum it all up," said

A. Editorial/Monitorial
1. This is the fourth consecutive month of record files, with
total punched wordage for June standing at 2,732,180 for a
daily average of 91,070. PMU's Wang/Telecutter combination
reached new heights this month as well, producing 130,300
words for 16% of the PMU file - which was almost 30% of the
total bureau file. Main events included the 14 June TWA
hijacking as well as speeches by some of the regulars. With
the lone midnight editor facin a Gorbachev speech on 12
June, associate editor stayed on after his

evening shift until 5:00 a.m. to edit all 17 takes of
al-Qadhdhafi's speech on the 15th anniversary of the
evacuation of U.S. bases in Libya. The timely processing of
both speeches drew an appreciative message from Headquarters.
B. Technical
The new automatic fax processor was installed by Headquarters
engineer and two visiting contractors this month.
The product promptly met with the approval of PMU's Russian team.
The second generation press facsimile printout, on a mat-finish
paper, is sharper, more legible, and easier on the eye than the
first-generation pages with fuzzier print from the wet-developer
method, on shiny paper. The Bureau's technicians are also pleased
with the new equipment although inevitably there will be some
fallback use of the old in the event of reception difficulties or
minor glitches and adjustments. The new system, like the old, has
difficulty printing the weaker fax signal, but some improvement
may be achievable at the Headquarters/ED end through further
coordination with the contractor. There will be occasional
teething glitches as the fax processing team gains familiarity
with the new system, but so far the system has a better than 90%
record of logging a clean printout.

To the Bureau: In addition to FBIS Deputy Directo and
Chief Engineer and separate visits by several other
official visitors, this was the beginning of the editorial TDY season,
with editors stopping on the 10th en route to
Amman Bureau on PCS and edito TDYing on the 12th on her
way to Vienna on PCS. The chief of the BBC s East African Unit, Chris
Child, spent portions of his week-long TDY at Caversham with FBIS,
including a pub lunch on the 18th. On the technical side, FBIS

The Acting General Manager of the Monitoring Service, Roland Challis,
hosted a farewell cocktail party at Caversham Park on the 14th to
honor the departing Bureau Chief and his wife. BBCers representing
all departments - reception, editorial, news bureau, engineering, and
administration - gathered for the festive sendoff for
The Bureau's Fourth of July barbecue does not, calendar-wise,
belong in the June report but it was in fact held on the 30th with
FBIS sharing the sports ground with BBC cricketers.
