SUBJECT Monthly Report - London Bureau - July 1985
BBC Modernization: Occupants of the west end of the Caversham Park
building can attest to the progress of the modernization program as
seen - and heard, and felt -from the bureau chief's office. Several
small buildings adjoining the old conference room and the former PMU
quarters have been leveled and the old BBC Club/engineering building
has been reduced to a roofless shell. On another aspect of
modernization, the weekly HENLEY STANDARD reported that members of
the South Oxfordshire District Council's planning subcommittee would
be visiting Crowsley Park to determine what "impact" the four
satellite antennae planned for the park would have on this site.
Committee chairman Mrs. Doreen Cook was quoted as saying that "they
are very large dish aerials or receivers which will make a lot of
difference to the landscape."
A. Monitorial/Editorial
PMU's Russians again demonstrated their professionalism as they
whipped out two eagerly awaited exclusives from pressfax - the
text of the USSR Central Statistical Administration's report on
plan fulfillment for the first half of this year and the
Gorbachev announcement of a moratorium on nuclear explosions.
The speed with which the 11-take CSA report was produced
prompted the Wire to cancel a request for immediate-precedence
filing of any TASS or Moscow radio/TV summaries originally
intended to provide consumers with information in advance of the
text. A congratulatory message from Headquarters said consumers
appreciated the speed and expertise with which this document was
handled. Four days later, consumers were reported in another
Headquarters message as "very impressed with PMU's expert
handling" of the Gorbachev moratorium statement which was "a
clean scoop over all foreign and domestic news media." A model
FYI quoting the significant portion of Gorbachev's statement was
filed by PMU Deputy Chief at flash precedence, with

the 550-word text of the statement following at immediate
precedence 20 minutes later.
B. Lateral Service
At the request of an Embassy component, the bureau obtained from
the BBC a series of BBC World Service correspondents' reports
and broadcast items relating to remarks made by a Soviet
scientist at a meeting in Stockholm. The consumer expressed
appreciation for the speedy assistance from the bureau and the
BBC.
C. Technical
1. The Engineering Section is in the process of renewing the
Wireroom's jackfields and generally updating the line
termination modules. New cables are being run and rewiring
is being carried out as necessary.
2. After several da s of telephone discussions with Wang U.K.
Wlang U.K. s agreement was secured for ungrudging
ang Europe Vice President
installation and maintenance of the bureau's planned Wang
VS65 system upgrade for the PMU. Wang U.K.'s attitude had
been a matter of considerable doubt and anxiety when their
local sales agent began making noises about potential legal
problems and local Wang disenchantment with the FBIS
account in the event the system was procured in the United
States. After some pressure from the cited Wang U.K.
hierarchy the salesman seems to have seen reason.
Headquarters is proceeding with procurement, at sizeable
cost savings, of a system which should provide multiple
production efficiencies for PMU, the tabulators, and the
telecommunications staff.

BBC Visitors: of the BBC each paid
familiarization visits to Vienna Bureau this summer. T retired
BBC correspondents -~ formerly based in East Europe, an
African specialist - share a contract assignment to pro uce a weekly
program for BBC Radio 3 called "Six Continents", a version of which
is broadcast on the World Service under the title "Monitor". Each
works a three-month stint at Caversham Park using BBC-FBIS materials
to prepare the program, then retires for three months while the other
takes over. FBIS bureaus will recognize their files - from Lagos
domestic service to Damascus, from Cairo commentaries to Buenos Aires
reporting LA PRENSA articles.
