MEMORANDUM FOR: Director, Foreign Broadcast Information Service

SUBJECT : Monthly Report - London Bureau - October 1985
1. Roland Challis announced his resignation as Editor, News &
Publications following the sudden death of his fiancee, but he
will continue as Acting General Manager of the Monitoring
Service until a replacement is selected. He has been acting in
this capacity since May, when former G.M.M.S.
left Caversham to assume a new position at External Services.
2. A breakthrough for the Monitoring Service in its plans to expand
satellite coverage has been achieved; A.G.M.M.S. Challis advised
the bureau that local planning commission approval has been
received for the installation of two satellite receiving
antennas at Crowsley Park. The target date for installation
remains the end of calendar 1986.
3. The BBC at a meeting with the National Union of Journalists and
the Broadcasting and Entertainment Trades Alliances announced
that it will be virtually dismantling security vetting
procedures for the bulk of the staff. In a statement released
to the press the BBC made only two exceptions, requiring
security clearance for staff members who would be involved in
wartime broadcasting plans and operations, and "certain security
clearance procedures" for External Services staff.
4. Former G.M.M.S.O in his new Bush House position made THE
TIMES "Diary" column this month for a memo to External Services
officials - such as "Ch. Pers. O.X.B. and H.M.X.B.P., whoever
they are" - requesting "restraint at BBC Christmas parties"
regarding length of guest list, ending times, and proper conduct
if alcohol is served.
A. Editorial/Monitorial
1. The hijacking of the Achille Lauro, the Warsaw Pact meeting
in Sofia, and the CPSU draft program were among events that
produced the highest October file on record for the bureau,
and the third highest file for any month. Also, this was
only the third time the bureau's daily average went into
six figures. October also produced an all-time high

wordage for a Saturday, when the file reached 137,770 on
the 26th. PMU churned out its share producing 30% of the
total punched wordage of 3,107,370.
2. All hands were geared up for the CPSU draft program, TASS
having inadvertently provided advance confirmation of the
unannounced release date by "transmitting by mistake" -
said TASS' London office - the first take of the program on
24 October. PMU's 42-take text was entered into the Wang
system as it was translated by a team of editors and
monitors -
Translation of the draft program, which began printing out
from press fax about 1620 local time on the 25th, was
completed by noon the following day. In a message of
appreciation, Acting Chief/Ops noted that DRD
editors in turn put out a special supplement in time for
delivery Monday morning the 28th. The bureau's equally
hardworking editors laboriously pieced together a 44-take
TASS English version of the plan from a couple of poorly
received circuits to assure that Headquarters had the
complete program in advance of PMU's windup of the press
job on Saturday.
3. PMU's two-man Arab team put in its own extra efforts,
including weekend work, to handle special requests for
reaction, particularly Egyptian, to the Israeli attack on
the PLO headquarters in Tunisia and to the U.S. action in
forcing down on Italian territory the Egyptian plane
carrying the terrorists who hijacked the Achille Lauro.
B. Lateral Services
A cabled query through Embassy channels from Max Kampelman,
chief U.S. negotiator at the Nuclear and Space Talks in Geneva,
for refile of a Gorbachev statement on disarmament triggered a
bureau offer to add NST Geneva to the other U.S. Geneva
recipients of items on disarmament.
C. Technical
2. BBC's satellite cruising unit headed by
reported that a press facsimile signal is now being
transmitted on the 14-degree west Soviet satellite.
Initial test printout of this signal indicates that it is
not the same transmission as that on the 53-degree east
satellite used by the bureau to print the Soviet central
papers.
3. The upgrading and rewiring of our main wireroom

installation has been completed. A new patch panel has
been installed, interface PCB's have been designed,
constructed, and fitted to all circuits, and in-house
cables renewed. All terminal equipment is now low-level RS
232.

24th while on private travel in the States. Teleop
returned on the 14th from a six-week working TDY at Swazi Burma
where he was replaced by another London Bureau teletypist,
who will also spend six weeks assisting Mbabane.
