MEMORANDUM FOR: Director, Foreign Broadcast Information Service

SUBJECT : Monthly Report - London Bureau - November 1985
1. In a breakthrough for financial planning by the BBC External
Services, which includes the Monitoring Service, the government
has agreed to funding and budgets under a three-year system.
For 45 years money for BBC overseas broadcasts has been granted
by Parliament on a one-year basis, with resulting annual cost
problems. According to the FINANCIAL TIMES, the new three-year
budget will rise from-.92 million this year to L100 million in
1987-88. But THE GUARDIAN reported Managing Director Austen Kark
as warning that "it does not provide any fresh money for
expansion of output. If we want to boost programs for one part
of the world we still have to draw in our antennas somewhere
else." The Foreign Office agreed, according to THE GUARDIAN,
that up to 10 percent of capital underspending may be rolled
over into the following year's budget, which will improve
management of transmitter replacement projects in which the BBC
is now engaged.
2. Final announcement is still awaited on the structure and equity
stakes of SuperChannel, a satellite-delivered television channel
for western European cable networks backed by the "big five" of
Britain's ITV companies with BBC collaboration. According to
press reports early in the month, the BBC would not take an
equity stake but would make its programs available in return for
a partial payment when programs were screened, plus a percentage
of SuperChannel's profits. While the BBC is opposed to carrying
advertising on its own broadcast services, it reportedly sees no
conflict in accepting advertising in Europe on a satellite-
beamed service. Reportedly, it is hoped to launch SuperChannel
next autumn; it would run about 18 hours a day, offering the
best of ITV and BBC programs, using an Intelsat satellite.
Although not aimed specifically at Britain, the service would
cover most of the country.
3. The continuing slide of the dollar against the pound has made a
seeress of Senior Admin Assistant whose prudent
projection in 1984 of a rate of $1.60 for FY-86 may prove the
salvation of the bureau budget this year. The current rate is
$1.50.

Editorial/Monitorial
1. The Reagan-Gorbachev summit in Geneva and summit-related
materials, along with preliminary documents for the upcoming
CPSU Congress and economic, social and financial reports to the
Supreme Soviet, were responsible for helping produce what
Communications Supervisor Dibley called the busiest month in the
history of London Bureau "by a LONG way." Total punched wordage
was 3,166,550, up 5,000 words daily from the previous highest
month. Only two times in the past has the bureau reached a
six-figure daily average, which this month was 105,550.
Thanksgiving was no holiday for editors and teleops on duty,
clearing 155,300 words that day alone.
2. Meanwhile, in PMU, the Russian team and editors provided
consumers with documents for the CPSU Congress in February: the
draft CPSU program, the draft amended CPSU statutes, and the
draft basic guidelines of economic and social development for
1986-90 and the period up to 2000 - over 90 takes of material
received from pressfax transmissions on Fridays and processed by
Saturday or at most early Sunday. In addition, PMU provided the
eight-take IZVESTIYA version of the Soviet correspondents'
pre-summit interview with President Reagan in Washington, and
knocked off Gosplan chief Talyzin's economic and social
development report and First Deputy Finance Minister Dementsev's
budget report to the 26 November session of the USSR Supreme
Soviet. Much of this material was backstopped by editorial
filing of TASS English versions and various BBC comparisons.
3. A pressfax record of sorts was also established this month. The
daily transmission, which generally begins around 1400 GMT, did
not start on the 21st until six hours later, at 2005, as Moscow
newspapers struggled to get that day's closing summit materials
into the next day's press.

To the bureau: Three Soviet experts from Washington visited the
bureau this month, two en route to or from visits to the Soviet
Union. Production Grou visited on the 7th
followed by former AG branch chief on the 13th an
for bureau/BBC briefing on the 19th. Milan Unit Chief
en route to his PCS post with family, TDY'd at the bureau on
20-21 November. A nine-member Career Development team was given the
bureau/BBC tour and a pub lunch on the 21st. The bureau chief met
briefly with and two of his staffers at the embassy.
From the bureau: Bureau Chiefl (paid his first visit to
Islamabad Unit on TDY 2-6 November. On the local scene, he and Chief
Editor were given a Bush House tour by Acting General
Manager, Monitoring Service Roland Challis on the 27th.
Several bureau representatives went out on the conference/
exhibition/book fair circuit in London this month. PMU editors
attended the Aslib 7th
International Conference on Translating and the Computer, concluding
that its usefulness from PMU's viewpoint was limited, but that
attendance at future conferences might be worth while if the agenda
indicated that topics under discussion were relevant to PMU
operations. Communications Supervisor and his deputy,
and Tabulation Unit Chief visited the
Computer Pro Users exhibition, an annual affair which has grown to
massive proportions but did provide useful information on new and
existing hardware and software. PMU Arabist looked in at
the annual Arab Book Fair at the School of Oriental and African
Studies, at which most of the Arab countries, with the notable
exception of Egypt, were represented with their own bookstalls.
While the books on display were a fairly representative cross section
of subject matter, the major focus was predictably on Islamic
subjects.
