Approved For Release 2008/03/31: CIA-RDP86-0004OR000100270011-4 FOREIGN BROADCAST INFORMATION SERVICE UNITED STATES FORCES, JAPAN OKINAWA BUREAU APO SAN FRANCISCO 96239 MOK-3012 3 February 1983 MEMORANDUM FOR: Director, Foreign Broadcast Information Service THROUGH: Chief, Operations Group, FBIS SUBJECT: Monthly Report, Okinawa Bureau--January 1983 Coordination by the bureau in connection with INTERNET project planning occupied bureau officers for much of the month. On-island, the Okinawa area coordinator, the Consul General, and the commander of the 313th Air Division (PACAF) were advised of the general outline of the project. Okinawa NSA special representative was invited to the bureau for a background briefing. I went to Tokyo 12-18 January to coordinate with embassy and USFJ officers and then on to Seoul for discussions at the bureau there. A meeting at month's end with the commander of the U.S. Army Communications Command's Okinawa facility proved quite instructive and set the stage for follow-up sessions involving the Collins/Rockwell survey team expected early in February. II. OPERATIONS A. Editorial/Monitorial 1. With demands imposed on Seoul Bureau arising from North Korea's declaration on 1 February of a "semi-state of war," apparently countering the U.S.-ROK "Team Spirit 83" exercise, Okinawa and Seoul coordinated coverage of Korean- language casts and KCNA. 2. Bureau Russian coverage slowly returning to "normal" following last month's pressfax equipment departure. We have been covering an average of 10-12 programs weekly in addition to Vremya and regular monthly features such as the 15 January Zhukov talk and the 29 January "Studio 9" program. The bureau's proposal for creating a new consolidated reporting format for certain kinds of Soviet television programs has so far met with less than enthusiastic support, apparently due mainly to a wide difference of opinion on the content and purpose of VSL's. We remain hopeful that a compromise can be worked out. B. Communications 1. Okinawa experienced two lengthy circuit interruptions in January, the first of any consequence since the INTEQ system went on line last September. One outage was found eventually to be due to a mispatch at the switch in Guam, while the one attributable to bureau equipment was traced to an in-house modem unit, which was replaced. 2. The annual Communications Status Report is enclosed with this Monthly Report. C. Cruising 2. After extensive programming changes were made at the beginning of the year in Beijing Domestic Service's first and second programs, the Cruising Unit provided full 1-week schedules for these services. At the same time, full schedules were also provided on all China regional stations monitorable at the bureau. A. Washington, visited the bureau to inspect the aging central air conditioning system the operations site. After making a thorough survey sub- mitted four alternatives for upgrading the system. Based on study, the bureau requested predesign cost estimates from a local U.S.-managed engineering firm. See Engineering Attachment also inspected the recent roofing job done on some bureau houses and gave some useful advice on the maintenance and care of the central air conditioning system in the housing area. B. The first of what is planned as monthly status report on bureau engineering/technical projects was forwarded to' Headquarters. Twenty-three projects were shown on the first list. Akai DT-320 programmable audio timers installed in Main Radio for testing and evaluation have tested satisfactory. Bureau plans to purchase 10 for use in conjunction with Main Radio audio cassette change-over units. 2. Engineering staff continues to work (on a time available basis) at testing new 8-foot microwave antenna bartered from the Army. Thus far, the antenna was used in a test configuration to locate the 90? satellite. The received picture quality (TV) was approximately 60% when compared with the 10-meter dish already in use. Testing will continue with the help of valuable technical input received from the Army and other sources. 3. Magnasync 30-channel recorder and reproducer was installed in Main Radio on permanent basis to be used as back-up for audio reception. 4. Extel AH-11 RV (RO) printer recently received from HQ has been installed as part of ROSET Terminal to be used with Frederick 1635 demodulator for press cruising. Units work very well so far, however, we still have some operator training and familiarization to perform before we can expect to achieve maximum benefit from both units. 5. Communication outages: Bureau experienced two circuit interruptions during the month. First outage occurred January 15 at approximately 0930 GMT on Mode I circuit and was not restored until January 16 at approximately 0630 GMT. Problem was bad 674 wireline modem. Second outage occurred approximately 0400 GMT and was not restored until 2300 GMT January 17. Mispatch at Guam ASC was the reason for the second outage. 6. All preventive maintenance of Bureau's communication equipment has been performed as scheduled.
