Coordination and field studies continued during the month on the INTERNET project. We briefed the NSA special. representative, Okinawa, at the Bureau and the Bureau Chief had several telephone discussions with USFJ Communications Officer on the matter of access to INTELSAT through KDD. The Rockwell International survey team completed a week of field studies on the 26th. During their week on the island they called on the chief engineer of the U.S. Army Communications Command, Okinawa, primarily to review data on frequency usage in the area. B. The murder of an Okinawa taxi driver at the Marine Corps installation at Camp Hansen and the subsequent detention of two U.S.- servicemen led to a number of articles in the local press expressing outrage at the crime and condemning the presence of U.S. bases on the island as the, reason for Okinawa's continued unacceptable-crime rate. A. Editorial/Monitorial Okinawa's coverage of USSR television continues to be productive. In addition to the. regular coverage of "Studio 9" and the political commentary by Yuriy Zhukov, the Russian Unit processed the Army-Navy Day address on 23 February by Marshal Kulikov, First Deputy Minister of Defense and a "Lenin's University.of the Millions" program on the 24th on disarmament, featuring Lieutenant General Kiryan, Deputy Chief of . theMilitary History Institute of the Ministry of Defense. Coverage The Chinese and Vietnamese units were involved in a ,5-day sampling of. Vatican City Mandarin and. Vietnamese casts, carried out in.response-to a BBC.-request at the beginning of the month. North Korea's declaration of a "semi-state of war" in. reaction to the U.S..-ROK "Team Spirit"-exercise prompted a. Seoul.Bureau.request for Okinawa's temporary assistance with certain Korean-language and. North Korean-source coverage.- The bureau. was able-to take on some KCNA coverage briefly for priority material, but Japanese-language processing commitments and staffing limita- tions at the time precluded any Okinawa coverage of Beijing and Moscow-Korean programs. " C. Cruising STAT A. Seoul..Bureau Chinese monitor has. received STAT his Japanese work.v.isa,..and the two. bureaus are expecting to .transfer him to.Okinawa in March. Letters offering. employment are going out in. early March to two Chinese monitor candidates in Taiwan who were identified during the last. recruiting trip there. We are also investigating the possibility of hiring a Japanese monitor under the Master Labor Contract (MLC). .B. We have queried. Administrative Staff on the question of .withholding the 1.3% MEDTAX from the salary of our TCN employees. The matter has apparently. been. referred to the IG Staff.for.a ruling. A. The Rockwell International. survey team conducted RF sweeps from several. locations at the-operations site-of the 4 and 6-gHZ.frequency.bands. In addition, during their stay on Okinawa they. were able to obtain some additional frequency coordination information and to determine some site installation cost factors for planning purposes. Soviet television audio. reception suddenly became unmonitorable for approximately 2 hours on 20 February. Technical testing and inspection of bureau equipment.revealed-no problems inhouse, and further checks indicated an unintentional change in the horizontal synchronization frequency and distortion of the audio pulse from the transmitter. The problem has not. recurred since then. C. The. replacement antenna multicouplers arrived early in the month and the replacement project is approximately 90 percent complete. A.
