SUBJECT: Monthly Report, Okinawa Bureau--March 1983
A. Editorial/Monitorial
1. Satellite television was highlighted by Delhi Domestic Television
Service coverage of the Seventh Nonaligned Su miit Conference in New Delhi
7-12 March. We covered the live opening and plenary sessions as well as the
daily wrap-ups and various ancillary programming. Editors and associate editors
bore the brunt of the unexpectedly heavy processing load, including texting
keynote speeches and compiling editorial reports on television co

2. In addition to the 19 March Zhukov talk and the 26 March
Studio 9" program, Moscow television coverage on the 6th featured an unusual
program with E.A. Shevardnadze, CPSU Central Committee Politburo candidate
member and Georgian CP first secretary, candidly discussing problems of labor
discipline. The embassy in Moscow expressed interest in the program.
3.. On 19-20 March Okinawa backstopped Seoul Bureau's coverage of some
Pyongyang Domestic Service and KCNA casts during scheduled power outages at the
Embassy in Seoul.
B. Cruising
1. Delhi Domestic Television Service in English via satellite occupied
a heavy portion of the.Cruising Unit's time and efforts during March. Coverage
of the nonaligned summit conference, carried on the 60E Intelsat, required
updated program previews and program schedules for bureau operations personnel
and for interested consumers throughout the conference session. Following the

The Cruising unit compiled g mpiled and sent a full
program schedule following observations of the changed transmission mode, and
a 2-week content survey is underway.
2. The Japanese "Sakura CS-2," launched on 4 February, appears to
have been finally parked at 132E. We observed four carrier signals on this
satellite during March, but no traffic has been seen so far.
3. Completing a major cruising effort, the unit finished compiling
and pouched to FCS a full update of the types of modulation on all the satellite
carrier signals in Okinawa's look arc. Signals were located, observed, and
identified on some 114 transponders on 8 satellites.
4. The Cruising Unit began work on the USSR spring/summer frequency
changes on 1 April.
II. ENGINEERING
A. Preliminary tests to compare the 8-ft. and 10-ft. dish antennas acquired
on loan from the U.S. Army Communications Command, Okinawa, were completed and
a report on the test findings is being prepared for ED.
B. The project to install new Reaction Multicouplers in Main Radio has
been completed, and the units.are now undergoing a 30-day heat test.
C. Chief Engineer bade a regional engineering. trip to Bangkok
and Hong Kong bureaus lb-23 March.
III. ADMINISTRATION
A. Personnel

2. MLC.Cruising Assistant was promoted to BWT-.05 on STAT

Information Specialist in the official MLC nomenclature.
3. Japanese/Korean Monito was awarded a Quality Step STAT
Increase for his sustained superior per orman ce for assisting in the Japanese
Unit's expanded coverage from the Japanese press.
4. MLC satellite Equipment Operator was approved STAT
for an achievement award of approximately $450.00 by the MLC and Civilian
Personnel Office; this was based on our recommendation for ork in STAT
designing and fabricating a demodulator for the F__]system. STAT

5. The Bureau TCN Evaluation Panel had its annual meeting on 24 March;
35. associate editors and monitors were evaluated and ranked competitively.
6. Recruiting: One Russian monitor candidate, as STAT
been cleared and is expected to EOD in late summer; we have
exit to two Chinese monitor applicants in Taiwan, STAT

Monitor candidates for the bureau, as any new Japanese monitors hired by us would
have to be under the MLC.

2. With Headquarters' concurrence, the bureau purchased a Sharp
PC-1500 desk-top computer for use initially in the administrative section to
prepare the TCN payroll. Several test payrolls have been run on the unit, and
debugging is underway. The next application for the unit will probably be the
monthly financial status report.
