SUBJECT: Monthly Report, Okinawa Bureau--April 1983
A. Army investigators ruled "accidental" an early-morning
shooting incident on 4 April at Torii Station. An MP, one of two
responding to a suspected robbery in progress at the Torii Club
and Class VI store discharged a round from his pistol while he
was holding it pointed into the air. An Okinawan male reportedly
had been observed crouched beside the nearby perimeter fence.
First reports of the episode had elicited the expected anti-bases
comment in the Okinawan press.
B. The senior Air Force officer on Okinawa, BGEN Thomas
McInerney, commander of the 313th Air Division, will depart Kadena
on 10 June for assignment as deputy chief of staff for operations
and intelligence at PACAF, Hawaii. He is to be replaced by
BGEN Michael Nelson, deputy director of operations at PACOM.
General Nelson flew 100 fighter missions in combat over
North Vietnam and is a graduate of the National War College,
the University of Arizona, and Stanford.
A. Editorial/Monitorial
1. Japanese leaders were quick to refute Soviet
Foreign Minister Gromyko's allegations to his 2 April press
conference that nuclear weapons were being based on Okinawa. The
visit to Japan by.Soviet Deputy Foreign Minister Kaptsa and the
continuing revelations of Soviet defector Levchenko elicited an
unusually large volume of anti-Soviet rhetoric from Japanese
officials and media. The Soviet Union finally lodged a formal
protest against the "anti-Soviet campaign" on the 25th.

2. On 29 April Quezon City RPN Television Network carried
a 90-minute "meet the Press" program with Philippine President
Marcos. The Bureau filed nine takes of excerpts of the program,
which represents the most extensive processing yet undertaken
from Quezon City TV. Reception of the station had deteriorated
badly earlier in the month, apparently due to technical
modifications to components of the ROSET system. Local technician
Kinjo wired a cut-out switch to allow us to bypass the problem
area, thus greatly improving reception.
3. Soviet Television coverage was highlighted by
coverage of the union republics celebrations on May Day.
London Bureau covered the main festivities in Moscow.
B. Coverage
From 3 to 10 April we covered the Delhi Domestic
Television English 1615-1630 GMT newscast to determine whether
it merited regular coverage. The wirefiled program summaries
were scanned by Bangkok Bureau and compared with Indian media
monitored there for timeliness and uniqueness. Based on
Bangkok's findings, the decision was made not to add the
program to regular coverage at this time.
C. Cruising
2. Schedules were sent during the month on Vietnam
International Service, Indonesian International Service,
Vladivostok International Service, and the Mongolian press agency.
D. Communications
Okinawa's primary (6L49) circuit path was rhanued
by USACC from a landline mode via Torii Station to a
path via 0 The Torii landline is now a circuit backup.
The bureau's Mode V circuit CCSD identification was also changed
by USACC from HFBESZZW back to HFBEB252.
