Report,. Okinawa Bureau--June 1983 .A. On 13 June, Brig. Gen. Michael Nelson took over as commander of the Kadena-based 313th Air Division, relieving the popular Maj. Gen. Thomas McInerney,. who. was reassigned to PACAF Headquarters in Hawaii. The bureau chief and ceremony. were among the guests at the change of command B. In triennial elections this month to the Japanese House of Councillors, the upper house, in which the. ruling Liberal- Democratic Party scored a major. victory nationwide, the opposition candidate in Okinawa, Shinei Kyan, backed by reformist groups,-leftist forces, and Komeito, was returned for a fourth term by a margin of about 10,000. votes. A. Editorial/Monitorial 1.. Editors and Chinese monitors were kept busy during .June-with coverage of the Chinese Sixth National. People's Congress session,. which elected Li.Xiannian China's first president in 17. years. Volume of reportage by sources was lower overall. than that of the past several NPC sessions, indicating to bureau observers a normalizing of the political process in China. 2. The publication by the Chinese at the end of June of the 1975-82 volume of "Selected Works of Deng Xiaoping" .was marked by a great deal of fanfare, and monitors and editors are watching to see-whether another "personality cult" is developing. The Japanese Unit, at LRB's request, processed .segments of a five-part interview with former KGB operative Stanislav Levchenko from the Tokyo magazine SHUKAN BUNSHUN. The magazine, which is not on regular bureau coverage, is available from local.news. vendors. 2. Resource Plans Division of the 313th Air Division at Kadena Airbase levied several urgent ad hoc requests for translations of material in the local Japanese-language press in reaction to a. reported U.S..-Japanese plan to establish an "air combat maneuvering instrumentation (ACMI) range" for fighter pilot training at sea off Okinawa. An ACMI range was activated .recently.in the Republic of Korea. C. Cruising 1. The USSR's Orbita-2 television system began transmission on 1 July of a new program, "Double 2," for. viewers in Vladivostok, Khabarovsk, and other Soviet Far East regions over the 90E satellite. Preliminary cruising checks reveal that the new service is carrying Moscow Second Program transmissions on schedule. Cruising checks are continuing on the new programming. 2.. On 30 June Moscow announced that it would expand its "Double 3" television programming intended for Novosibirsk and other Central USSR regions effective 1 July. Okinawa alerted London Bureau on this development, as programming is being carried. via the 53E satellite monitorable at London Bureau. STAT 3. The Japanese Sakura CS-2 satellite, launched earlier this year, began-carrying experimental television transmissions on 16 June. The transmissions, between Tokyo and Ogasawara .(Bonin Islands), coincided with the 15th anniversary of those islands' reversion to Japan. III. ADMINISTRATION A. Personnel 1. Electronics technician ____]departed the .bureau on PCS 15 June. 2. Editor STAT departed on PCS 29, June. STAT 3. Headquarters editor) (departed on STAT 26 June at the conclusion of 12 weeks' TDY field editorial training. 4. Editor arrived on 22 June to STAT .replace STAT .5. Editors were STAT promoted to GS-12. Administrative assistant ~fter STAT working for a number of weeks under the tutelage of Chief Engineer on 29 June produced the bureau's first fully automatedSTAT TCN payroll, utilizing the Sharp PC-1500 desktop computer and an Extel printer. With this system, the administrative assistant's time devoted to the 38-person TCN payroll was. reduced from a former average of five days of pen-and-paper work to less than two days; he spent 30 minutes keying in the T&A and other data, waited two hours while the Sharp-Extel combination computed the information and printed out the results, and then worked'1.5 days manually post- ing the. results to.the Form 1027's. (We have asked HQ.B&F officer to determine whether OF will accept our paper STAT print-outs in lieu of.1027's.) A separate report on this great moment in the bureau's administrative history is being prepared for forwarding to Headquarters. A. The bureau's 250-KW generator threw a.rod during scheduled testing on 6_June.- After rapid coordination locally-and with Headquarters, a contract for purchase and installation of a new .Japanese-made 280-KW generator . was signed l week later. The new equipment was installed by 30 June. and acceptance testing is .scheduled for early in July. B. During preparation work by the contractor for installation of the new-generator, the voltage regulator switch on the 100-KW backup generator was inadvertently turned off by contractor personnel and during on-line testing an unregulated. voltage surge disabled all on-line Extel equipment. No significant damage occurred, however, and bureau local technicians were able to make all repairs by replacing or. repairing damaged fuses or power supply units. C. Pan. Asia Engineering submitted, per contract, the 9.0-percent-complete design package on the bureau's replacement air conditioning system for local.and Headquarters. review on 20.June. D. The Air Force crew.that performs regular maintenance on .bureau antennas is beginning a survey of all our antenna poles and will submit a.'report to the bureau Chief Engineer on their condition. The Air Force initiated the survey after crewmembers found a.number of poles that had deteriorated and are considered unsafe to climb.
