SUBJECT: Monthly Report, .Okinawa Bureau--September 1983
Typhoon Forrest, termed the most severe tropical storm to hit Okinawa
in 22 years, struck the island. on. 25-26 September. Bureau. staffing was
reduced but': operations. continued normally. and no coverage was lost.
Military installations. remained at. maximum typhoon alert for a total
of 30.hours.. : Considerable. flooding: and wind damage. were reported in
Naha,. but there was: no significant.dama e at. either the FBIS housing
area or the operations. building. The antenna.suffered slight
damage but was: soon back in operation.
1. The Soviet downing of the Korean: Airlines 747 on 1 September
provided the focus of monitorial . and. editorial: operations for the month.
The highlights of our.coverage.included a three-take interview on
10 September with the commander of the USSR Air Defense.Forces,.Col.Gen
of Aviation Nikolay.Moskvitelev, and. an: interview from the same day's
J "I Serve the Soviet Union" program with the Soviet interceptor pilots who
shot down the Korean. air liner.
2. Upon request. the Bureau provided the BBC with a comprehensive
"thumbnail sketch" of Quezon City Domestic Television Service. Compiled
by Senior Editor the sketch outlined Quezon City's apparent
political. leaning. and programming orientation.

1. As a result. of the increasing unrest in Manila,. we put Quezon
City Domestic Television Service on semiopen watch starting on 23 September, only
moving. the _antenna.for primary Soviet TV coverage during Quezon City's
limited satellite broadcasting. day from approximately 0900 to 1500: GMT.
2..:On.9 September we backstopped Hong Kong Bureau's PRC regional and
Philippines radio coverage while. Typhoon Ellen was buffeting Hong Kong.

3. TDY Trainee-editor arrived for the 12-week field STAT
orientation and training tour on 28 September.
J '4. New Russian monitor-trainee arrived on 27. September, STAT
after a 2-day. typhoon layover in Tokyo.
5.Chinese. monitor-trained'
submitted his resignation on

16 September, for family reasons.
1. Contracts were signed on 20 September for the Bureau's new air-conditioning
system. Work on moving the power cables from under the new compressor site has
already been completed.
2.. On 20 September Chief Engineer attended a 1-day seminar at STAT
the Fort Buckner Facilities Control Office for all.island communications.personnel.
3. The ongoing . process. of debugging the Versatec newsfax Chinese character
printer continued throughout the month, with most problems being. attributed to
input signal level adjustments.

1. Mr. Larry Enomoto, Deputy Principal. Officer at the U.S. Consulate
in Naha, on 14. September.
2.. Approximately. 40 members of the Armed Forces Communications
Association on 22 September for a Bureau familiarization tour and briefing.
3.. Captain Halliday, Colonel Meyers and Colonel Canario from USFJ
for briefing. and tour on 22 September.
4. Major Olsen, PAO/USFJ Yokota, briefing and tour 30. September.
