SUBJECT . Monthly Report--Nicosia Bureau--April 1983
Reports of the bombing of the U.S. Embassy in Beirut and its aftermath
were followed with great concern by embassy officers here. The initial report,
which the bureau filed from AFP, was delivered to the first secretary, who set
up a reading folder in the ambassador's office for subsequent FBIS and State
reports on the situation. The bureau continued to deliver updates to embassy
officers throughout the week. Since the bombing, security at the embassy has
been stepped up: Uniformed guards now patrol the embassy neighborhood, and
the main parking lot has been fenced in.
Assistant Secretary of State for European Affairs Richard Burt paid a
24-hour visit to Cyprus on the 27th. After making some controversial remarks
in Ankara on U.S. aid to Turkey, Secretary Burt found his subsequent visit to
Athens had been cancelled by the Greek Government; there was concern that Nicosia
would follow suit. However, the visit here went ahead as planned. Burt's
presence generated a spate of criticism in the Greek Cypriot press, and the
EDEK Youth Group organized a march on the embassy--past the bureau--to lodge
a protest about his remarks. During the visit, all items filed on Burt were
copied and passed to his aide.
Redecoration of the editorial room continued this month as workmen enlarged
the opening between the editorial and teletype room and built new cabinets. The
next change will be the installation of new carpeting.
A. Monitorial/Editorial
1. On the occasion of Egyptian President Mubarak's PRC visit, the
bureau placed the three 1-hour daily broadcasts of Beijing in Arabic
to the Arabic World on temporary coverage and was able to file the
text of a Zhao Ziyang speech and a Mubarak interview that were not
available from other sources.
2. As a result of 1 April schedule changes, Nicosia assumed regular
coverage of the Moscow Persian 1500, 1700 and 1800 GMT casts Monday
through Friday. Gulf will cover the casts over the weekend.

B. Technical
1. The bureau's primary communications circuit was restored on the 1st,
and we closed the commercial circuit through London Bureau on the 2d. r
